A)                     Authorize the Sheriff to execute a Board of State and Community Corrections (BSCC) Mental Health Training grant agreement providing funding in the amount of $57,240 for the Sheriff’s Office Detention Division to provide mental health-related training for eligible staff through September 30, 2020.  The grant promotes the delivery of critical mental health-related training to corrections personnel.

B)                     Adopt a Budgetary Resolution adjusting the FY 2019-2020 Adopted Budget, increasing expenditure appropriations and offsetting revenue in the Sheriff’s Office budget by $57,240 for the purpose of using one-time grant funds for mental health-related training.

Executive Summary:

The Sheriff’s Office requests the Board’s approval to execute a Mental Health Training grant agreement with the Board of State and Community Corrections (BSCC); and if approved, adoption of a Resolution authorizing $57,240 in appropriations to the Sheriff’s Office FY 19-20 budget. The grant funding will support the provision of mental health-related training to Sheriff’s Office corrections personnel. 

 

Discussion:

The Sonoma County Sheriff’s Office (SCSO) Detention Division exists for the processing, care, and management of individuals held in lawful detention. SCSO is committed to serving the people of Sonoma County by providing a secure, safe, and humane environment for both the staff and inmates.  The Detention Division operates two adult detention facilities in Santa Rosa, housing pre-trial and sentenced adults. 

 

The Board of State and Community Corrections (BSCC) is providing $7 million to local corrections agencies for a statewide mental health training initiative.  The Board of State and Community Corrections (BSCC) Mental Health Training Grant is made available through the Department of Justice’s Edward Byrne Memorial Justice Assistance Grant (JAG) Program.

 

The funding is provided for two purposes:  mental health-related training for local corrections staff; and instructor training for new Standards and Training for Corrections (STC) Behavioral Health training within its core curriculum.  The Sheriff’s Office applied for funding in June 2019 and received an award of $57,240 to provide STC-certified mental health-related training to approximately 212 Sheriff’s Office corrections staff; one staff member will attend master instructor training.  This training will supplement Detention’s existing mental health training by providing wellness training which focuses on the mental health of corrections personnel.  All training will be completed by September 30, 2020.

 

The grant agreement #BSCC 0030-18-MH is ready for execution by the County.

Narrative Explanation of Fiscal Impacts:

There are no fiscal impacts to the general fund associated with this action.  The State will release funding in one full payment, upon full execution of the grant agreement.  All interest accrued must be expended within the program, and all unspent funds are subject to return.
