Authorize Sonoma County Water Agency’s General Manager to execute an agreement with Woodard & Curran, Inc. for sanitary sewer hydraulic modeling and related services through December 10, 2022 in the not-to-exceed amount of $375,000.

This item requests authority for Sonoma Water’s General Manager to execute an agreement with Woodard & Curran, Inc., for sanitary sewer hydraulic modeling and related services, including updating the sewer collection system models of the Sonoma Valley County Sanitation District, Russian River County Sanitation District, and the Airport/Larkfield/Wikiup Sanitation Zone; and updating the Sewer System Management Plans for each District and Zone.

HISTORY OF ITEM/BACKGROUND
Sonoma County Water Agency (Sonoma Water) operates and manages Occidental County Sanitation District, Russian River County Sanitation District, Sonoma Valley County Sanitation District, and South Park County Sanitation District (Districts) under contract with Districts.
Sonoma County Water Agency owns, operates, and manages Airport/Larkfield/Wikiup Sanitation Zone, Geyserville Sanitation Zone, Penngrove Sanitation Zone, and Sea Ranch Sanitation Zone (Zones).
In accordance with the California Statewide General Waste Discharge Requirements for Sanitary Sewer Systems, Water Quality Order No. 2006-0003, Sonoma Water has developed a Sewer System Management Plan for the collection system in each of Districts and Zones. The Sewer System Management Plan describes how each collection system will be operated, maintained, and evaluated.
One of the requirements of the Sewer System Management Plan is a system evaluation and capacity assurance plan. Currently, the capacity studies for some of the systems are out of date, including Sonoma Valley County Sanitation District, Russian River County Sanitation District, and the Airport/Larkfield/Wikiup Sanitation Zone. This compromises the quality of the Sewer System Management Plan and increases the amount of staff time needed to review projects that include connection to the collection system. In addition, sewer collection system modeling and capacity assessment are necessary in order to update the system evaluation and capacity assurance plans.
SELECTION PROCESS
On April 30, 2019, Sonoma Water and its affiliated sanitation districts issued a Request for Statements of Qualifications to the following five firms:
1. Woodard & Curran, Inc., Walnut Creek, CA
2. Adobe Associates, Inc., Santa Rosa, CA
3. Kennedy/Jenks Consultants, Santa Rosa, CA
4. Coastland Civil Engineering, Inc., Santa Rosa, CA
5. West Yost and Associates, Davis, CA
The Request for Statements of Qualifications was also posted on the Sonoma Water and County of Sonoma Purchasing Department websites.
The three firms listed below submitted Statements of Qualifications.
1. BC Engineering Group, Santa Rosa, CA
2. Natural Systems Utilities, Napa, CA
3. Woodard & Curran, Inc., Walnut Creek, CA
The following criteria were used to evaluate each firm:
1. Thoroughness of Statements of Qualifications
2. Professional qualifications and demonstrated ability to perform the work
3. Exceptions to standard terms in the sample agreement
4. Local Service Provider Preference
Woodard & Curran, Inc., was selected to perform the work because Woodard & Curran, Inc. (Consultant) has a great deal of wastewater collection system knowledge and sewer modeling experience.
Sonoma Water may seek to amend or enter into subsequent agreement(s) with Board approval if required, relying upon this competitive selection process, after the preliminary or initial work is completed.
SERVICES TO BE PERFORMED
Under the proposed agreement, Consultant will update the sewer collection system models of the Sonoma Valley County Sanitation District, Russian River County Sanitation District, and the Airport/Larkfield/Wikiup Sanitation Zone for current and build-out flow using information that has been collected since model development in 2016. Consultant will also update the Sewer System Management Plans for each District and Zone. In addition, for Sonoma Valley County Sanitation District, Russian River County Sanitation District, and Airport/Larkfield/Wikiup Sanitation Zone, Consultant will assess the impact on sewer capacity of various proposed new projects or changes in system flows or configuration, and identify improvements that would be needed to relieve any capacity deficiencies caused by such changes.
The cost of services will not exceed $375,000; the term end date is December 10, 2022.
The agreement includes two options for Sonoma Water to extend the agreement for a period of one year each by providing written notice to Consultant thirty days in advance of the expiration date of the agreement and of the first extension option.
Prior Board Actions:
7/30/2013: Approved agreement between Sonoma Water and RMC Water and Environment for sanitary sewer hydraulic modeling, capacity assessment, and sewer master planning services. Cost $798,324; term end December 31, 2016.

Narrative Explanation of Fiscal Impacts:
Budgeted amount of $115,000 is available from FY 2019/2020 appropriations for the Occidental, Russian River, South Park, and Sonoma Valley County Sanitation Districts’ Operations Funds, and for the Airport/Larkfield/Wikiup, Geyserville, Penngrove, and Sea Ranch Sanitation Zones’ Operations Funds. The actual expenditures will vary per sanitation District and Zone. This is due to the diverse work occurring within each District and Zone, such as sewer model and, sewer system management plan updates, versus just sewer system management plan updates. The revenue source for the Districts and Zones is rate-payer annual sewer service charges. FY 2020/2021 and FY 2021/2022 appropriations will be budgeted in those fiscal years.
