A)                     Approve specifications, plans, and forms for the construction of the Taylor Mountain Natural Play Area project.

B)                     Adopt a resolution authorizing the Director of Regional Parks to directly negotiate a construction contract subsequent to an open bid process where no bids were received, pursuant to Public Contract Code Section 22038(c)

C)                     Award the construction contract for the Taylor Mountain Natural Play Area project to Siri Grading and Paving, Inc. in the amount of $583,450 and authorize the Chair of the Board to execute the contract.

Executive Summary:

The award of the Taylor Mountain Natural Play Area construction contract to Siri Grading & Paving, Inc. will allow for the construction of a unique play area located at Taylor Mountain Regional Park and Open Space Preserve’s Petaluma Hill Road staging area.  This play area is a key element in the park Master Plan, and when completed will be Regional Park’s first natural play area.

 

Discussion:

The Natural Play Area is designed to create an exciting, nature inspired play environment for children to engage in unstructured play in a setting surrounded by the natural environment.  In contrast to the typical steel and composite play equipment, the Natural Play Area will use landform, vegetation, and play features made of natural materials such as wood and boulders, and include a slide built into the hillside.  The play area will also include sitting areas with views of the Santa Rosa Plain to west.

 

Regional Parks completed a public bid advertisement and open selection process in the Spring of 2019.  The project was advertised on April 24th and a pre-bid conference was held at the project site on May 7, 2019.  The bidding period was open for six (6) weeks (including a ten (10) day extension).  On the scheduled bid opening date of May 30th no bids were received. Regional Parks heard from contractors that the availability of subcontractors was very problematic due to the rebuilding efforts of the 2017 Fires. In addition, the project’s uniqueness likely caused contractors to hesitate due to the lack of familiarity of this project style.

 

Having received no bids, section 22038 (c) of the Public Contracts Code allows a public agency to either perform the work by its own employees or negotiate a contract directly with a contractor for the project rather than re-bidding the project.   Regional Parks has negotiated a contract with Siri Grading and Paving Inc., a qualified contractor with a proven track record of successfully completed projects.  The original project scope included a base bid and two additive alternated areas - Additive Alternate Areas 1 and 2, each with specific features.  Through the course of the negotiations, Regional Parks and Siri Grading and Paving Inc. have considered minor design modifications to the overall project, and the resulting negotiated contract allows for the construction of the base bid and a portion of the original two Additive Alternate Areas. 

 

The construction contract is for sixty (60) working days. Weather permitting, the Project is expected to be completed in winter or spring of 2020.

 

Prior Board Actions:

October 9, 2012, by resolution No. 12-0481, the Board approved the Taylor Mountain Regional Park and Open Space Preserve Master Plan and Mitigated Negative Declaration.

June 21, 2011 by resolution No. 11-0348, the Board approved application for Statewide Park Program Grant.

Narrative Explanation of Fiscal Impacts:

Budgeted project funding includes current year funding in the amount of $289,794.48 from a combination of State Park grant funds, Parks Measure M-Category 2 funds, and funds raised by the Sonoma County Regional Parks Foundation, and the requested additional appropriations in the amount of $293,655.52 in Parks Measure M-Category 2.
