Executive Summary:

The Department of Transportation and Public Works (TPW) is requesting the approval of change orders for the 2019 Pavement Preservation Program, and approval of revised plans and specifications. Contract Change Order No. 5 and Contract Change Order No. 6 include changes in work scope due to previously unforeseen conditions encountered on Hunter Lane and Ross Road, respectively. Board approval of the contract change orders is required because the value of each contract change order exceeds the authority of the Director of TPW.

 

Discussion:

This project is part of the on-going effort of the Board of Supervisors (Board) to address the road rehabilitation and preservation needs of the County Road system. On September 26, 2017, the Board approved an expenditure plan for $28 million dollars in local contributions dedicated to pavement preservation.

The 2018-19 program is comprised of six construction projects, and once completed it will add 32.20 additional miles of pavement preservation, bringing the Board’s total investment since 2012 to over 351.68 miles of road preservation work. The 2019 Pavement Preservation Program - Chip, Fog and Slurry Seals project, M19500 is one of these projects. Hunter Lane and Ross Road are roadways being treated in the Chip, Fog and Slurry Seals project, M19500.

The condition of Hunter Lane degraded significantly during the 2018-19 winter. Contract Change Order No. 5 adds additional preparatory work, including pulverizing the existing road and grading of approximately 320 feet of heavily rutted road base, and adds a layer of asphalt concrete over the entire roadway to provide an improved driving surface. The additional work was necessary to provide suitable road conditions for construction of the planned chip seal.

On Ross Road, a clerical error resulted in insufficient quantities to construct the chip seal to the full project limits. Contract Change Order No. 6 corrects these quantities and adds pothole patching as preparatory work. The quantity correction was necessary in order to complete the project to the originally stated limits. The added preparatory work was necessary to provide a suitable road condition for construction the planned chip seal.

Contract Change Order Nos. 1 through 4 added work to the plans and specifications to crack seal roads in Canon Manor, reconstruct Survey Monuments in the Geyserville area, repair drainage on Moscow Road, and various other minor changes that are covered by the Director of TPW’s authority for contract change orders.

The change orders will be paid using the existing construction contingency approved by the Board May 14, 2019 when it awarded the contract.

5/14/2019: Board approved the plans and specifications for the 2019 Pavement Preservation Program - Chip, Fog and Slurry Seals project, M19500, and awarded the contract to low bidder Team Ghilotti, Inc., in the amount of $6,135,247.59 including 10% for construction contingency.

Narrative Explanation of Fiscal Impacts:

The changes orders will be funded by the Pavement Preservation Program, which consists of an Annual General Fund Contribution and SB1 Gas Tax Revenues. Appropriations are included in the Roads Maintenance FY 2019-20 adopted budget.
