Executive Summary:
This item establishes the initial fiscal mechanism to finance and track costs associated with initial response to the 2019 Kincade Fire. Initial funding of $2,500,000 will come from funding set aside by the Board of Supervisors from FY 2018-19 General Fund Year End Fund Balance for the Economic Uncertainty Fund, which was established to provide funding for emerging difficulties, including disasters.
Discussion:
On October 23, 2019, a new wildfire broke on John Kincade Road and Burned Mountain Road, northeast of Geyserville. Known as the Kincade Wildfire. As of this writing, about 77,000 acres had burned, approximately 180,000 residents had evacuated from either mandatory and/or advisory evacuation areas, and as of midnight on Wednesday 10/30/2019 over 2,000 residents were accounted amongst 20 shelters operated by the county, cities, and out of county partners.
A local emergency proclamation was issued by the County Administrator on October 24, 2019, which the Board will review and ratify on today’s agenda under a separate item. In addition, October 24, Governor Newson issued a state emergency proclamation for the counties of Sonoma and Los Angeles due to the effects of the Kincade and Tick fires (<https://www.gov.ca.gov/2019/10/25/governor-newsom-declares-state-of-emergency-in-sonoma-and-los-angeles-counties-due-to-fires/> .
This item establishes a dedicated fund and budget to finance costs associated with initial response activities. Initial funding of $2,500,000 is being programmed from the set aside established by the Board of Supervisors out of the FY 2018-19 General Fund Year End Fund close of books available fund balance and established as the Economic Uncertainty Fund, which was established to provide funding for emerging difficulties, including disasters.
As of this writing, a comprehensive county agency cost estimate is not yet available. And, thanks to the Governor’s proclamation support, it is expected that the state will reimburse 75% of eligible response cost.
