Executive Summary:
The Department of Transportation and Public Works (TPW) have studied the parking availability in the vicinity of the intersection of Faught Road and Airport Boulevard/El Mercado Parkway. Due to the recent designation of an all-way stop control at the intersection, site distance conditions that led to the subject restrictions have now improved and the No Parking restrictions are no longer needed.
Discussion:
Faught Road carries an average daily traffic (ADT) volume of approximately 1,900 vehicles per day. Faught Road services the transportation needs of the immediate unincorporated area and provides a direct connection north to East Shiloh Road and Pleasant Avenue/Chalk Hill Road and south to Old Redwood Highway. The land use in this area is residential with two apartment complexes to the west of Faught Road and single family dwellings on the east side. Due to the recent increase in occupancy in these dwellings, on-street parking is adequate.
Ordinance No. 4913, which established parking restrictions on Faught Road, was passed on January 9, 1996 in response to a request from a resident. Faught Road was a through street and vehicles parking on either side of Faught Road limited the sight distance for motorists entering Faught Road from stop-controlled Airport Boulevard and El Mercado Parkway. In response to complaints from residents and faculty from the nearby elementary school regarding vehicles not yielding for pedestrians entering the intersection crosswalks, Resolution 16-0477, dated December 13, 2016, was brought forward and the intersection was designated for all-way stop controls. All way stop controls were subsequently installed to provide more orderly movement at the intersection and minimize the effect of any sight distance restrictions.
With the installation of all way stop controls, the extended sight distance at the intersection provided by the No Parking ordinance is no longer needed. Repeal of the No Parking restriction would allow for approximately 20 more on street parking spots. In light, TPW is requesting that the Board adopt an ordinance to amend the County’s general parking ordinance and remove the restrictions enacted via Ordinance No. 4913. The estimated cost of labor and materials to implement the ordinance is $2,500 and appropriations are available within the 2019/2020 Road Maintenance Budget.
If approved, staff will begin work to remove the existing red paint from the curbs and signage approximately 30 days after adoption of the ordinance.
