In an ongoing effort to reduce storm water and inflow and infiltration from entering the Sonoma Valley County Sanitation District Collection System and Treatment Plant:

A)                     Authorize Sonoma County Water Agency’s General Manager acting on behalf of Sonoma Valley County Sanitation District, to execute an agreement with the State of California, through its Department of General Services, to perform work to reduce storm water and inflow and infiltration into the collection system and treatment plant through June 30, 2022, in the amount of $300,000 (State of California is paying Sonoma Valley County Sanitation District) in a form approved by County Counsel and, consistent with other agreements, authorize the General Manager to amend or terminate the agreement with approval of County Counsel. B)                     Adopt a Resolution authorizing adjustments to the Board Adopted Budget for Fiscal Year 2019-2020 for the Sonoma Valley County Sanitation District, Operations Fund, in the amount of $100,000 (2/3rd Vote Required)

Executive Summary:

State of California (State) Department of General Services (State General Services) and Sonoma Valley County Sanitation District (District) desire to reduce the amount of storm water and inflow and infiltration into District’s collection system and treatment plant from Sonoma Developmental Center (Center).  District will accomplish this by addressing issues with downspouts, sump pumps, roof drains, sewer mainlines, and manholes that contribute to inflow and infiltration.  In addition, sewer cleanouts for buildings that were demolished as a result of the Sonoma Complex Fires will be capped to eliminate surface runoff from entering the District’s collection system.  State General Services will pay District up to $300,000, over the next three years (up to $100,000 per year), under the proposed agreement to complete this work.

 

Discussion:

The Center is owned by State and managed by State General Services. During storm events, District’s collection system is subject to sanitary sewer overflows by increased inflow and infiltration from various sources.  As part of collection system maintenance and inspection, District endeavors to identify sources of inflow and infiltration in order to reduce sewer overflows.

 

During summer 2019, District was granted access to Center’s property for the purpose of assessing Center’s collection system.  As a result of this assessment, Center was identified as a source of inflow and infiltration to District’s collection system.  Additionally, the assessment identified building downspouts and basement sump pumps that are connected to District’s collection system rather than diverted to the storm drain system.

 

State General Services and District desire to reduce the amount of storm water and inflow and infiltration into District’s collection system and treatment plant.

 

Sonoma County Water Agency (Sonoma Water) operates and manages District under contract with District.

 

WORK UNDER THIS AGREEMENT

Under the proposed agreement, District will perform work to address issues with downspouts, sump pumps, roof drains, sewer mainlines, and manholes that are either connected to District’s collection system or contribute to inflow and infiltration.  In addition, sewer cleanouts for buildings that were demolished as a result of the Sonoma Complex Fires will be capped to eliminate surface runoff from entering District’s collection system.

 

Under the proposed agreement, District will invoice State General Services at the same rates District allocates to its internal projects and programs up to a maximum of $300,000 (up to $100,000 per year for three years).  District is recovering its actual costs with no markup.  The agreement will terminate on June 30, 2022.

 

REQUEST FOR SONOMA WATER GENERAL MANAGER EXECUTION, AMENDMENT AND TERMINATION AUTHORITY

Staff recommends that the Board authorize Sonoma Water’s General Manager to execute an agreement to perform work to reduce storm water and inflow and infiltration through June 30, 2022, in the amount of $300,000 in a form approved by County Counsel, and, consistent with other agreements, to amend or terminate the agreement with approval of County Counsel.  County Counsel and State General Services are in the process of preparing the agreement.  Delegated authority is recommended in order to finalize and have the agreement executed as soon as possible to allow for work before the rainy season begins.

Narrative Explanation of Fiscal Impacts:

Additional appropriations in the amount of $100,000 are required to process the expense for Fiscal Year 19-20. Expenses for Fiscal Years 20-21 and 21-22 will be budgeted for those years. A budgetary resolution has been submitted with this item.  With Board approval of the requested additional appropriations, Sonoma Valley County Sanitation District Operations Fund projected ending fund balance the end of fiscal year 19-20 is expected to be at or above target consistent with prior years and will not be negatively impacted by this Board item. Offsetting revenue in the amount of $300,000 (up to $100,000 per year) will come from the State General Services.
