Executive Summary:
Sonoma County Regional Parks (Regional Parks) is seeking to accept funds in the amount of $65,000 from PG&E to abandon a low-use natural gas line currently serving Healdsburg Veterans Memorial Beach.
Discussion:
PG&E initiated contact with Regional Parks in March 2019 to inquire about a potential project to upgrade or abandon the existing gas line that serves Healdsburg Veterans Memorial Beach. PG&E is mandated to upgrade the current gas service which will cost them $65,000, or abandon the line altogether. Gas usage at the facility is low, serving only a water heater and range in the park residence, and a water heater in the former concession building. Due to the low use at the facility and only one other neighboring property served from this line, PG&E would like to abandon the gas line serving the area. In exchange for abandoning gas service to the facility, PG&E will pay the County $65,000, which is PG&E’s cost to upgrade the service on the current line.
In order for PG&E to move forward with the abandonment project, all property owners serviced by the gas line must agree to the proposed changes. Regional Parks supports disconnection of gas service as it will not negatively impact current uses of the facility, and conversion to an all-electric facility supports our desire to reduce fossil fuel consumption and greenhouse gas emissions within the Parks. Wicked Slush, the only other user of the current gas line, agreed to termination of gas service.
In addition, PG&E is currently in process of upgrading the electrical transformer that serves the facility to accommodate the additional load created by the conversion of the current natural gas appliances to electric while also providing increased capacity for any future electrical demands at the facility. The transformer upgrade is being completed by PG&E with no impact to County budget or facilities.
If approved, funds are expected to be issued by PG&E within 2-3 weeks. Regional Parks will work with General Services, Facilities Development and Management, to switch the appliances to electric and upgrade the facility electrical panels and infrastructure, as necessary. Gas line abandonment will not occur until spring 2020 after conversion of appliances has occurred. The existing gas line will be disconnected, capped, and abandoned in place. No interruption of service to facility users is expected.
