Executive Summary:
The Department of Transportation and Public Works (TPW) is requesting the Board approve and authorize the Chair to execute a Cooperative Funding Agreement with the Sonoma County Transportation Authority (SCTA) for the Arnold Drive Bike Project, with the SCTA reimbursing the County up to $250,000 for a feasibility study. (First District)
Discussion:
On March 15, 2011, the Board of Supervisors approved Cooperative Agreement M30310 between SCTA and County of Sonoma for the Arnold Drive Area Improvements, one of the eleven eligible projects in the original Measure M Strategic Plan. This project consists of five phases of improvements along the corridor of Arnold Drive in the Sonoma Valley. Phase 4 of these improvements includes road widening and shoulder improvements along Arnold Drive between County Club Drive and Loma Vista Avenue. The purpose of these improvements is to enhance safety for bicyclists and pedestrians along this segment of Arnold Drive, which currently lacks sufficient shoulder width to qualify as a Class 2 Bike Lane.
Originally programmed for Measure M funding in FY 2020/21, the SCTA Board moved funding for the Arnold Drive Bike Lane feasibility study to 2018 due to long standing safety concerns for bicyclists, pedestrians and motorists that travel along Arnold Drive due to the lack of bike lanes and shoulders. On January 10, 2017 the Board authorized use of $250,000 in County general fund to allow TPW to complete the study in advance of FY 2018/19 with reimbursement from SCTA for this amount when the allocated Measure M funding for the project became available. TPW solicited proposals from consultants for the Arnold Drive Feasibility Study and selected a consultant to begin the study in FY 2018/19. The study will be completed in FY 2019/20.
Past improvements to Arnold Drive northerly and southerly of this segment have been made to create six-foot-wide paved shoulders that function as Class 2 Bike Lanes. The proposed Agreement will fund a feasibility study to determine the combinations of improvements within the project limits that will provide Class 2 Bike lanes or better. The recommended improvements are intended to meet the needs of bicyclists and pedestrians with minimum impact to trees adjacent to Arnold Drive. The improvements determined by this feasibility study will close a gap to create a continuous Class 2 Bike Lane along Arnold Drive from the intersection of Petaluma Avenue northerly through the Sonoma Developmental Center. Sonoma County has secured a consultant to prepare the feasibility study and work is in progress with the final report expected to be received by the end of 2019.
Sonoma County Transportation Authority will reimburse TPW up to $250,000 for the consultant costs to conduct this study, as well as reimbursement of staff time to develop and administer the consultant contract. Reimbursement funding will utilize revenue from the 2004 Traffic Relief Act for Sonoma County Expenditure Plan and Ordinance approved by voters of Sonoma County on November 2, 2004 (Measure M).

Narrative Explanation of Fiscal Impacts:
Appropriations for the feasibility study were included in the FY19-20 adopted Roads Administration budget. SCTA with reimburse TPW for the costs with Measure M funding. TPW will then reimburse the County’s General Fund $250,000 for its initial contribution for the study.
