Executive Summary:
A) The Department of Transportation and Public Works (TPW) is requesting that the Board approve plans and specifications, and award a construction contract to the lowest responsible bidder, James A. Piazza, doing business as, Piazza Construction, for the 2019 Flood Tree Debris Removal (County Project M31824-TDR). The project will include removal of approximately 2,500 cubic yards of tree debris stockpiled at two locations: Annapolis Transfer Station and Sonoma County Airport Yard.
B) TPW is requesting the Board approve plans and specifications, and award a construction contract to the lowest responsible bidder, Team Ghilotti Inc., for 2019 Flood Slide Debris Removal (County Project M31824-SDR). The project includes removal of approximately 9,500 cubic yards of slide debris stockpiled at Annapolis Road, Lake Sonoma, and various locations along Stewarts Point-Skaggs Springs Road.
Discussion:
During the 2019 Winter Storms, County crews cleared and opened roads to the public by hauling tree and slide debris to various sites throughout the County. As part of TPW’s contribution to the recovery effort, these projects are a step to restore and rebuild our County’s infrastructure. The 2019 Flood Tree Debris Removal Project will include removal of approximately 2,500 cubic yards of tree debris stockpiled at the Annapolis Transfer Station and Sonoma County Airport Yard. The 2019 Flood Slide Debris Removal (County Project M31824-SDR) will include removal of approximately 9,500 cubic yards of slide debris stockpiled at Annapolis Road, Lake Sonoma, and various locations along Stewarts Point-Skaggs Springs Road.
TPW is seeking reimbursement from Federal Emergency Management Agency (FEMA) for the project costs. The projects are categorically exempt from the requirements of the California Environmental Quality Act pursuant to California Public Resources Code Sections 21080(b)(3) and (b)(4), and California Code of Regulations Title 14, Section 15269. This project is also exempt as a minor alteration to land under California Code of Regulations Title 14, Section 15304.
A) TPW recommends the Board approve the plans and specifications for the 2019 Flood Tree Debris Removal (County Project M31824-TDR). TPW also recommends award of the contract to low bidder, James A. Piazza, D.B.A., Piazza Construction, in the amount of $135,310.00, plus a 10% contingency, for a total not to exceed amount of $148,841.
B) TPW recommends the Board approve the plans and specifications for the 2019 Flood Slide Debris Removal (County Project M31824-SDR). TPW also recommends awarding of the contract to low bidder, Team Ghilotti Inc., in the amount of $497,141, plus a 10% contingency, for a total not to exceed amount of $546,855.
The projects were advertised for bids from August 6, 2019 to August 28, 2019.
Bids were opened on August 28, 2019. Bids were received as follows:

Rege Construction, Inc. $ 294,700.00
The Engineer’s Estimate for the project was $87,250. The low bid of $135,310.00 is $48,060.00 (55%) above the Engineer’s Estimate.
B) 2019 Flood Slide Debris Removal (County Project M31824-SDR)
Team Ghilotti Inc. $ 497,141.00
Piazza Construction $ 518,872.50
ACT Enviro $ 676,268.00
CVE Demolition $ 777,200.00
Argonaut Constructors $ 780,900.00
The Engineer’s Estimate for the project was $500,000.00. The low bid of $497,141.00 is $2,859.00 (0.5%) below the Engineer’s Estimate.
For efficiency and expediency, Tree and Slide debris of the 2019 Flood Debris Removal projects were bid concurrently and both items are before the Board today for approval.
Total cost for both contracts is anticipated at $695,696.00 including contingency. TPW is currently seeking a determination from FEMA for these projects, and once approved, reimbursement is expected at 75% for $521,772. CalOES will reimburse the County $130,443 for 18.75% and the County will be responsible for $43,481 for 6.25% of the contract cost. The local match will be paid with gas tax funding.

Narrative Explanation of Fiscal Impacts:
The County will seek reimbursement from FEMA for these contracts. If FEMA approves the funding then the County will be reimbursed 75% from FEMA and 18.75% from CalOES, with the County providing the local match of 6.25%. The local match will be funded with state gas tax revenue and there are appropriations in the FY 19-20 Roads Maintenance Budget.
