In an ongoing effort to protect and maintain Sonoma County Water Agency’s water supply and transmission system:

A)                     Authorize Sonoma County Water Agency’s General Manager to execute an agreement with PES Environmental, Inc. for environmental site assessment and field investigation for Santa Rosa Aqueduct at Santa Rosa Creek Crossing Project through June 30, 2021, in the not-to-exceed amount of $80,000. (Majority Vote)

B)                     Adopt a Resolution authorizing adjustments to the Board Adopted Budget for Fiscal Year 2019-2020 for the Sonoma County Water Agency, Santa Rosa Aqueduct Capital Fund, in the amount of $80,000. (4/5th Vote Requirement)

Under the proposed agreement, the consultant will provide environmental site assessment and field investigation for the Santa Rosa Aqueduct at Santa Rosa Creek Crossing Project (Project)

 

Discussion:

HISTORY OF ITEM/BACKGROUND

Sonoma County Water Agency (Sonoma Water) conducted a hazard assessment of Sonoma Water’s water supply and transmission system that was published in the Phase II Natural Hazard Reliability Assessment, Water Supply and Transmission System for Sonoma County Water Agency, dated July 18, 2008.

 

On October 16, 2018, the Federal Emergency Management Agency approved the Sonoma County Water Agency’s Local Hazard Mitigation Plan.

 

The Natural Hazard Reliability Assessment, Water Supply and Transmission System and the Local Hazard Mitigation Plan both have identified the Project as one of several mitigation projects that could be implemented to reduce the risk of damage to or failure of the water supply and transmission system as a result of potential vulnerabilities to a major seismic event.

 

The Santa Rosa Aqueduct is vulnerable to failure in the event of an earthquake where it currently crosses the Santa Rosa Creek in downtown Santa Rosa near the intersection of 2nd Street and E Street.

 

The Project will mitigate this risk by moving the pipeline out of the creek bank and relocating it beneath the Santa Rosa Creek culvert in E Street.  The Project will install the pipeline below the elevation of the creek to a depth of approximately 40 feet.  Based on Sonoma Water’s experience with another seismic risk mitigation project on Sonoma Avenue completed in 2013, Sonoma Water anticipates encountering contaminated groundwater and soil that will require sampling, identifying contaminants, and developing a plan for disposal of soils and treatment of dewatering water prior to discharge into the sewer.

 

In December 2018, the Federal Emergency Management Agency approved Sonoma Water’s application to the Hazard Mitigation Grant Program to fund 75% of the project costs, which amount to $2,979,959. The costs of the environmental site assessment and field investigation for the Project are reimbursable under the grant award.

 

SELECTION PROCESS

On March 11, 2019, Sonoma Water issued a Request for Statements of Qualifications to the following ten firms:

7.                     Northgate Environmental Management, Oakland, CA

8.                     PES Environmental, Inc., Novato, CA

9.                     Prunuske Chatham, Sebastopol, CA

10.                     Sol Ecology, Petaluma, CA

 

The Request for Statements of Qualifications was also posted on the Sonoma Water and County of Sonoma Purchasing Department websites, as well as the Small Business Administration and Minority Business Development websites.

 

The three firms listed below submitted Statements of Qualifications:

1.                     Adanta Inc.

2.                     EBA Engineering, Santa Rosa, CA

3.                     PES Environmental, Inc.

 

The following criteria were used to evaluate each firm:

1)                     Thoroughness of Statement of Qualifications.

2)                     Professional qualifications and demonstrated ability to perform the work.

3)                     Exceptions to standard terms in the sample agreement.

 

PES Environmental, Inc., (Consultant) was selected to perform the work because of its extensive experience researching, investigating, and identifying potentially harmful contamination in soils and groundwater, as well as its ability to design pretreatment for construction dewatering systems prior to discharge when working within a contaminated aquifer.

 

Sonoma Water may seek to amend or enter into subsequent agreement(s) with Board approval if required, relying upon this competitive selection process, after the preliminary or initial work is completed for the Project.

 

SERVICES TO BE PERFORMED

Under the proposed agreement, Consultant will provide environmental site assessment and field investigation, including assessment and evaluation of the potential for environmental impact to soil and groundwater for the Project.

 

The cost of services will not exceed $80,000; the term end date is June 30, 2021.

 

The agreement includes two options for Sonoma Water to extend this agreement for a period of one year each by providing written notice to Consultant thirty days in advance of the expiration date of the agreement and of the first extension option.

 

Prior Board Actions:

01/29/2019: Authorize agreement for engineering design services and assistance during bidding and construction for the Santa Rosa Aqueduct at Santa Rosa Creek Crossing Project.

10/9/2018: Resolution 18-0411 Adopting 2018 Sonoma County Water Agency Local Hazard Mitigation Plan.

06/20/2017: Adopt a Resolution designating the Water Agency’s General Manager, Assistant General Managers, and Chief Engineer/Director of Groundwater Management to file applications and execute agreements for federal and/or state disaster financial assistance.

Narrative Explanation of Fiscal Impacts:

Additional appropriations of $80,000 are required to process this expense. With Board approval, unused appropriations budgeted in FY 2018-2019 and rolled over to FY 2019-2020 will be made in the Santa Rosa Aqueduct Capital Fund pursuant to the attached budgetary resolution. There are sufficient funds available in this fund for this agreement and design and construction of the project. Customers on the Santa Rosa Aqueduct set a rate to generate revenue from water sales for the Aqueduct Capital Fund.

 

Offsetting revenue in the amount of $60,000 (75%) will come from the Federal Emergency Management Agency, under the Hazard Mitigation Grant Program.
