A) Authorize Sonoma County Water Agency’s General Manager to execute an agreement with Corrpro Companies, Inc. for corrosion protection engineering services through September 30, 2022 in the not-to-exceed amount of $330,000. (Majority Vote)
B) Approve a resolution of the Board of Directors of the Sonoma County Water Agency Authorizing Adjustments to the Board Adopted Budget for Fiscal Year 2019-2020 for the Sonoma County Water Agency Water Transmission Agency Fund in the Amount of $330,000 for Corrosion Protection Engineering Services. (4/5th Vote Requirement)

Executive Summary:
Sonoma County Water Agency (Sonoma Water) utilizes a tank and aqueduct system that includes approximately 80 miles of aqueduct, 18 water storage tanks, and systems related to wastewater collection and treatment. Sonoma Water is in the process of replacing the existing galvanic corrosion protection systems with impressed current cathodic protection systems. Sonoma Water requires as-needed corrosion protection engineering services to assist with design, development, technical support during construction, and implementation of these systems including related testing.
Discussion:
HISTORY OF ITEM/BACKGROUND
Sonoma Water’s seven aqueducts were installed as early as 1968 to provide a reliable supply of naturally filtered drinking water from the Russian River water supply system to residents in Sonoma County and portions of Marin County. The aqueduct’s pipelines range in size from 12-inch to 54-inches and are comprised of cement mortar lined, steel coated pipe. The pipeline has been protected from corrosion using a galvanic cathodic protection system consisting of magnesium sacrificial anodes connected directly to the pipeline.
Sonoma Water has been conducting cathodic protection surveys on the aqueducts since 2002. The protection criteria used to determine whether a structure is adequately protected from corrosion is based on the National Association of Corrosion Engineers Standards. The surveys indicate there has been a continued consumption of the anodes with a directly correlated reduction in protection.
Sonoma Water is in the process of replacing the existing galvanic cathodic protection systems with an impressed current cathodic protection system. This type of system works under the same principles as a galvanic system but is more cost-effective to install and maintain and has a longer useful life. Therefore, Sonoma Water desires to employ the services of a consultant to support ongoing improvements to aqueduct’s cathodic protection systems.
SELECTION PROCESS
On June 5, 2019, Sonoma Water issued a Request for Statements of Qualifications (RFQ) to 19 firms:

The five firms listed below submitted Statements of Qualifications (SOQs).

The following criteria were used to evaluate each firm:
1) Minimum qualification of having a California Licensed Corrosion Engineer.
2) Thoroughness of SOQ.
3) Professional qualifications and demonstrated ability to perform the work.
4) Exceptions to standard terms in the sample agreement.
Corrpro Companies, Inc. (Consultant) was selected to perform the work because Consultant has a strong team of National Association of Corrosion Engineers Certified Professional Engineers and an extensive background in providing corrosion engineering design and construction support services to water, power, and gas utilities. Additionally, Consultant has the ability to provide corrosion protection system monitoring and maintenance training to Sonoma Water staff.
SERVICES TO BE PERFORMED
Under the proposed agreement, Consultant will provide as-needed corrosion protection engineering services to assist with design, development, construction, and testing of these systems. Additionally, Consultant will conduct training for Sonoma Water staff on use and maintenance of cathodic protection systems.
The cost of services will not exceed $330,000; the term end date is September 30, 2022.
The agreement includes two options for Sonoma Water to extend this agreement for a period of one year each by providing written notice to Consultant thirty days in advance of the expiration date of the agreement and of the first extension option.

Narrative Explanation of Fiscal Impacts:
Additional appropriations of $330,000 are required to process this expense. With Board approval of the attached budgetary resolution, FY 2019/2020 appropriations of $330,000 will be made in the Water Transmission Agency Fund. Revenue in this fund is generated from water rates.
With Board approval of the requested additional appropriations, projected fund balance at the end of FY 2019-2020 is expected to be at or above target at year end consistent with prior years, and will not be negatively impacted by this board item.
