Executive Summary:
On June 12, 2019, as part of the Fiscal Year 2019-20 budget hearings, the Board of Supervisors approved a non-recurring funding allocation of $250,000 from the Graton Mitigation Funds to supplement the Council on Aging’s senior nutrition program. In addition, as part of the Fiscal Year 2019-20 budget hearings, the Board of Supervisors approved a non-recurring funding allocation of $125,000 for 2-1-1 development for United Way of the Wine Country.
The Human Services Department is requesting that the Board authorize the Director of the Human Services Department to execute contract amendments with Council on Aging to add $250,000 to the current contract for a new total of $1,409,244 and with United Way of the Wine Country to add $125,000 to the current contract for a new total of $334,808.
In total, an additional $375,000 will be authorized through these amendments. The community-based service providers are aware of the non-recurring nature of the funds.
Discussion:
Graton Mitigation Funds for Older Adult Nutrition
Older adult home-delivered meals are a vital program with proven benefits to the community. Specifically, home-delivered meals provide nutritious meals to frail and isolated older adults who may have become homebound due to increasing age or short-term/long-term health problems, and who are unable to prepare nutritious meals for themselves or participate at a congregate lunch site for older adults.
The Area Agency on Aging contracts with the Council on Aging to provide approximately 175,402 meals per year to seniors in Sonoma County. The federal funding received from the Older Americans Act pays for approximately one-third of the cost of the meal program. State Realignment funding as well as provider fundraisers cover the remainder of the cost. Without this additional funding, Council on Aging risks funding shortfalls, reduction of the older adult nutrition services, or potential elimination of the services.
Recovery and Resiliency Funds for Enhanced 2-1-1 Program
2-1-1 Sonoma County performs a valuable and needed service, connecting Sonoma County residents to non-emergency health and human services resources. 2-1-1 Sonoma County is a free telephone information and referral service and is staffed by multilingual specialists, 24 hours a day, 7 days a week.
United Way began managing 2-1-1 Sonoma County effective July 1, 2019, taking over from the Volunteer Center. United Way is continuing to refine the implementation of 2-1-1 Sonoma County and working with their contractor, Ventura County, who receives incoming phone calls to 2-1-1. The funds will be used to support, promote and refine 2-1-1 Sonoma County to ensure that callers receive the most accurate and helpful information available.

June 11, 2018: Board approved Resolution #19-0281 for revenue for the Sonoma County Area Agency on Aging Standard Agreement #AP-1920-27 in the amount of $2,350,589. Funds to be used for senior nutrition, supportive services, health promotion, family caregiver services, and elder abuse prevention.

Narrative Explanation of Fiscal Impacts:
Contract amendments in this board item total $375,000, which is comprised of (1) $250,000 from the Graton Mitigation Fund for the Council on Aging’s Senior Nutrition Program and (2) $125,000 from the Recovery & Resiliency Reserve for the 2-1-1 transition to United Way management. Funding sources for these contract amendments are 1-time only in FY 19-20. No additional matches are required from HSD operating funds or county General Fund. The $375K amount is already included in the adopted budget as the amounts were approved at the June 2018 budget hearing for FY 19-20.
