Executive Summary:

The Sonoma County Maternal, Child and Adolescent Health Program promotes the physical, social, and emotional health of childbearing women, children, adolescents, and their families in Sonoma County. The Program’s Advisory Board, created in 1982, as required by state legislation, acts in an advisory capacity to the Board of Supervisors through the Department of Health Services. The Sonoma County Maternal, Child and Adolescent Health Advisory Board bylaws specify that members will be appointed by the Board of Supervisors.

 

Discussion:

The Maternal, Child and Adolescent Health Advisory Board program interacts with community systems as a partner in providing direct safety net services to high risk maternal, child and adolescent populations, as a coordinator of community-wide services and programs, and as a convener of the Maternal, Child and Adolescent Health Advisory Board and other collaborative groups to address emerging health needs in the community. The Maternal, Child and Adolescent Health Advisory Board has been an important vehicle for implementing prevention strategies and coordinating services that benefit the entire community. Partnering with local organizations and individuals is critical to reducing disparities and improving the overall health of women, children and adolescents in Sonoma County.

New Appointments to the Maternal, Child and Adolescent Health Advisory Board

The Sonoma County Maternal, Child and Adolescent Health Advisory Board bylaws specify that members will be appointed by the Board of Supervisors. When vacancies on the Sonoma County Maternal, Child and Adolescent Health Advisory Board occur, the openings are posted on the County website in accordance with the Maddy Act and replacements are recruited from the community. Following procedures outlined in the bylaws, all applications are reviewed by the Maternal, Child and Adolescent Health Advisory Board Chairperson and the Vice-Chairperson, who then make recommendations to the Department of Health Services. The Department of Health Services requests that the Board appoint the following members to the Sonoma County Maternal, Child and Adolescent Health Advisory Board for a term beginning August 20, 2019 and ending December 31, 2020.

Viveka Rydell-Anderson is the Chief Executive Officer of Pediatric Dental Institute and an Empire Law Professor and consultant and has served on multiple committees and boards such as the “Cavity Free Sonoma” Steering Committee, the Sonoma County Oral Health Coalition, the Sonoma County Task Force on Oral Health, and the Healthy Kids Steering Committee. The activity that most interests her is creating synergy between dental health, medical health, and mental health (whole person health) so that children can do well in school and beyond.

Kathy Kane is the Dental Provider at Dental Days at Women, Infants and Children through Community Action Partnership. She is a member, delegate, trustee and Council Chair at the California Dental Hygienists Association and a member of the Santa Rosa Junior College Advisory Board. The activity that interests her most is to help drive advocacy and local policy in dental health matters for the area of maternal and child health.

Melissa Apuya is the District Director for Assemblyman Marc Levine. She has ten years’ experience in state legislation, and has a Bachelor’s Degree from the University of San Francisco where she majored in International Studies. She is a new mother to a one year old and she is interested in the policies that will provide health care services to mothers, children, and families.

Gina Berry is a Registered Pediatric Dietician who currently serves on the Santa Rosa Junior College Dietetics Advisory Board. She earned her Bachelors of Science from Cal Poly and San Luis Obispo and her Master’s in Science at the University of New Mexico in Nutrition. She has lived in Sonoma County for nine years and has a personal interest in early childhood health. She is a mother of two and seeks to focus on improving nutrition services and increasing access to healthy foods for pregnant women and young children.

Elizabeth Smith is the Director and Certified Mid-Wife at the Santa Rosa Birth Center and serves on the Board of the California Nurse Midwife Association. The activities that interest her most are improving public education and engagement in the use of cannabis during pregnancy and early parenting and re-conceptualizing the management of the post-partum period including addressing the profound deficit of mental health services in Sonoma County.

Recent resignations of Advisory Board members representing Health Professionals - Oral Health; School Health Personnel - Youth/Adolescent Health Educator; and Health Professionals - Nutrition have resulted in three of the current vacancies. The role of Health Professionals - Health Specialist has been vacant for over a year and the vacant Elected Officials and/or their Representatives position has been vacant since the beginning of 2019. Two positions, Community Representatives - Safety and Prevention of Violence and Community Representatives - Transitional Youth, remain vacant at this time. The Transitional Youth Representative (age 18-26) was created in 2016 and authorized by the Board of Supervisors but has never been filled. A table listing the full Maternal, Child and Adolescent Health Advisory Board membership, both current and proposed, is provided as Attachment 1.

Strategic Plan Alignment - Supporting the Maternal, Child and Adolescent Health Advisory Program supports the Department’s strategic plan by strengthening the public health infrastructure and supports the County’s goal of a safe, healthy, and caring community by promoting the physical, social, and environmental health of childbearing women, children, adolescents, and their families in Sonoma County.

 

Prior Board Actions:

On December 11, 2018 the Board of Supervisors reappointed Maria Avina, Karla Fittipaldi, Bonnie Hayne, Kate Luciani, Casey McChesney, Jeff Miller, Leah Murphy, Rachel Napoli, Annie Nicol, and Marta Tilling to the Sonoma County Maternal, Child and Adolescent Health Advisory Board for a new term beginning January 1, 2019 and ending December 31, 2020.
