Urban Sustainability Directors Network Membership:

A)                     Adopt resolution endorsing Sonoma County’s participation in the Urban Sustainability Directors Network.

B)                     Approve Memorandum of Understanding with Sonoma County Regional Climate Protection Authority, naming Director of Climate Programs as Sonoma County USDN representative and RCPA contribution of $2,000 toward membership dues.

Executive Summary:

USDN is a network of local governments dedicated to accelerating urban sustainability through peer exchange and collaboration between local government sustainability leaders to catalyze the creation and implementation of urban sustainability solutions. USDN governments lead the way to sustainable, low-carbon futures by developing, adopting, and sharing practices that create equitable and prosperous communities and healthy environments.

 

The Regional Climate Protection Authority is a local government agency overseen by a Board of elected officials from each of the ten local jurisdictions in Sonoma County and is tasked with coordinating countywide efforts to reduce GHGs and become more resilient to climate change.

 

This item requests the Board of Supervisors adopt a resolution endorsing Sonoma County’s membership and participation in the Urban Sustainability Directors Network (USDN) and designating Aleka Seville, Sonoma County Regional Climate Protection Authority Director of Climate Programs, as the Sonoma County Core Member for representative. A letter naming the Sonoma County representative is attached and required by USDN.

 

In addition, this item also requests Board approval of a memorandum of understanding memorializing RCPA representation of County in USDN and RCPA contribution of $2,000 toward USDN membership dues.

 

Discussion:

The County of Sonoma continues to lead in exploring methods to respond to climate change and has a national reputation for forging the way in both adaptation and mitigation strategies to address climate change, partnering with agencies on the federal, state and local levels. The County’s participation in the Regional Climate Protection Authority (RCPA) evidences its commitment to this efforts. The RCPA consists of ten local governments from within Sonoma County and is charged with coordinating countywide efforts to implement a broad range of programs and projects to reduce greenhouse gas emissions. RCPA programs are all delivered in partnership with local jurisdictions, regional entities, and non-government entities.

 

USDN is a network of local governments dedicated to accelerating urban sustainability through peer exchange and collaboration between local government sustainability leaders to catalyze the creation and implementation of urban sustainability solutions. USDN governments lead the way to sustainable, low-carbon futures by developing, adopting, and sharing practices that create equitable and prosperous communities and healthy environments.

 

Given the County’s long term commitment to sustainability, we recommend continuing this effort through joining the USDN network to collaborate with other local governments to achieve established goals.

Narrative Explanation of Fiscal Impacts:

FY 2019-20 $3,000 payment will be covered within available appropriations in the FY 2019-2020 Non-Departmental General Fund budget. $2,000 will be received from RCPA to contribute toward $5,000 annual membership. Annual membership county participation will be included in subsequent fiscal years’ operational budgets financed with an annual General Fund contribution.
