In an ongoing effort to educate students and the public on the source of the region’s drinking water, water quality, and the natural history of salmonids in the Russian River Watershed:
Authorize Sonoma County Water Agency’s General Manager to execute an agreement with Building Four Fabrication, LLC, for fish ladder viewing gallery exhibit fabrication and installation through December 31, 2021, in the not-to-exceed amount of $93,500.

Executive Summary:
As a regional educational facility, the fish viewing gallery (Gallery) at Sonoma County Water Agency’s (Sonoma Water) Russian River water diversion facilities allows Sonoma Water staff to safely and effectively educate students and the public on the source of the region’s drinking water, water quality, and the natural history of salmonids in the Russian River Watershed. Installation of an educational exhibit will provide enhanced high-quality educational interpretive information for Gallery visitors.

HISTORY OF ITEM/BACKGROUND
The Gallery provides a dynamic and interactive educational experience that tells the story of the Russian River watershed and the region’s water resources. Fabrication and installation of an educational exhibit utilizing laminate graphic panels, three-dimensional species-specific fish replicas, and three-dimensional acrylic bubbles etched with informative text will provide enhanced high-quality educational interpretive information for Gallery visitors.
Sonoma Water’s Water Education and Public Affairs Programs utilize the Gallery located on Westside Road in Forestville, California, for public education purposes, located on Westside Road in Forestville, California. The audience includes K-12 students, teachers, and the visiting public. The exhibits to be fabricated under the proposed agreement feature three-dimensional fish along with facts related to their species; panels of facts related to the watershed, the rubber dam, and fish species; and multiple-tile welcome panels.
The Gallery’s exhibits will highlight the salmon lifecycle and healthy waterways to promote stewardship of natural resources. The Gallery showcases native and non-native fish in the Russian River with species facts and information on fisheries research. The exhibit also provides information related to the rubber dam and the overall mission and goals of Sonoma Water.
The Gallery is opened seasonally, generally from the Memorial Day weekend through October. Displays will be designed for easy installation and removal each season, as the space could become submerged during high river flows in the winter months. The Gallery is locked during normal operating hours and is only accessible with a guide from Sonoma Water.
SELECTION PROCESS
On February 15, 2019, Sonoma Water issued a Request for Proposals (RFP) to the following 15 firms:

13. Superior Exhibits & Design, Inc., Elk Grove, IL
14. Taylor Studios, Inc., Rantoul, IL

The RFP was also posted on the Sonoma Water and County of Sonoma Purchasing Department websites.
The three firms listed below submitted Proposals.
1. Building Four Fabrications, LLC, Chamblee, GA
2. Dimensional Images, Mission Viejo, CA
3. Group Delphi, Alameda, CA
The following criteria were used to evaluate each firm:
1) Thoroughness of Statement of Qualifications/Proposal
2) Professional qualifications and demonstrated ability to perform the work
3) Responsiveness to the work requirements
4) Exceptions to agreement terms
5) Local preference
Building Four Fabrications, LLC (Fabricator) was selected to perform the work because Fabricator submitted a thorough proposal; had professional qualifications and experience applicable to the work; took no exceptions to the sample agreement terms; and proposed the most unique exhibit concept. The exhibit concept is shown as Attachment 1.
SERVICES TO BE PERFORMED
Under the proposed agreement, Fabricator will visit the Gallery site, fabricate exhibit components at its facility in Georgia, and deliver and install the final exhibit in the Gallery.
The cost of services will not exceed $93,500; the term end date is December 31, 2021.
The agreement includes two options for Sonoma Water to extend this agreement for a period of one year each by providing written notice to Fabricator thirty days in advance of the expiration date of the agreement and of the first extension option.

Narrative Explanation of Fiscal Impacts:
Budgeted amount of $93,500 is available from FY 2019/2020 appropriations for the Water Transmission fund. No additional appropriation is required.
