Authorize the Director of Health Services to execute a grant agreement with the California Veterinary Medical Association to accept emergency animal sheltering supplies, valued at $15,000, to support responses to animal services emergencies.

Executive Summary:

Governor Gavin Newson awarded a grant to the California Veterinary Medical Foundation, the charitable arm of the California Veterinary Medical Association, to create and distribute emergency animal sheltering supplies throughout the state. These supplies are immediately accessible for sheltering animals in the event of a disaster. The objective is to place a steel cargo shipping container stocked with supplies in every county in California at no cost to the receiving county.

This item requests approval to execute an agreement to accept the emergency animal sheltering supplies. The supplies will augment the Animal Services disaster response arsenal by providing sheltering capability to co-locate pets and their people during an emergency.

 

Discussion:

In 2012 the California Veterinary Medical Association worked on a pilot project to place animal sheltering supplies in six counties in California. Those supplies have been accessed and utilized by host agencies during disaster response and recovery phases and have proven invaluable. Further, it was found that all of the host agencies have been able to replenish their stock of supplies, increasing local resiliency and capacity to respond to emergencies.

The California Veterinary Medical Association reached out to Sonoma County Animal Services to offer emergency animal sheltering supplies to assist Sonoma County in its emergency management efforts. The supplies will be provided in the form of a steel cargo container (20 feet by 8 feet by 8 feet) filled with non-perishable items. The supplies will be immediately available for basic emergency animal sheltering for companion animals.

Sonoma County Animal Services provides emergency services in response to disasters that threaten the safety and welfare of animals, both in Sonoma County and other jurisdictions that request mutual assistance, such as Butte County during the recent Camp Fire disaster. Sonoma County Animal Services has also recently been involved with animal rescue and shelter support this past winter with the extensive flooding that affected large areas of Sonoma County.

The sheltering supplies will augment the Animal Services disaster response arsenal by providing sheltering capability to co-locate pets and their people during an emergency. The shipping container stocked with emergency animal sheltering supplies will be stored at the Sonoma County Animal Services facility in Santa Rosa, along with existing disaster response trailers and equipment. Adequate space is available to accommodate the shipping container at the facility.

Ensuring disaster response preparedness supports the County’s goal of a Safe, Healthy, and Caring Community. Acceptance of the emergency animal sheltering supplies supports the Department's goal that all residents and community environments are healthy and safe by improving community-wide capabilities to facilitate recovery and resiliency with the strategy of strengthening emergency preparedness capacity.
