Executive Summary:
On July 9, 2019, the Board awarded the construction contract for the Boyes Boulevard Bridge Replacement Project C01147 to Gordon N. Ball, Inc. The requested action provides for construction management services to monitor and ensure the contractor adheres to the plans and specifications, and is in compliance with all applicable rules and regulations. This agreement is necessary to deliver the project, which is expected to begin the first phase of construction in August 2019.
Discussion:
The existing two-lane bridge on Boyes Boulevard over Sonoma Creek (Bridge Number 20C0262) has been found to be functionally obsolete. Functionally obsolete bridges are those that do not have adequate lane widths, shoulder widths, or vertical clearances to serve current traffic demand, or those that may be occasionally flood. The Boyes Boulevard Bridge Replacement Project (Project) will include improvements to the roadway approaches and appurtenant facilities. The new replacement bridge will comply with current roadway, drainage and bridge standards to accommodate the 100-year storm event allowing for vertical freeboard as specified by the County of Sonoma. The Project will not increase vehicular capacity but will provide a shoulder for bicycles and a 5-foot sidewalk for pedestrians.
The work will include installation of a temporary pedestrian bridge, utility relocations, demolition of the existing bridge, construction of the new bridge and roadway approaches including drainage improvements, lighting, concrete work, hot mix asphalt concrete paving and removal of the temporary pedestrian bridge. The two-year project is anticipated to be completed in 2019 and 2020.
The first construction season is anticipated for installing the temporary pedestrian bridge and the utility relocations starting in 2019, with the bridge and roadway work construction in 2020.
The Project is receiving Federal funds and must satisfy all requirements of the Federal Highway Bridge Program, including approval by Caltrans. Caltrans issued the Request for Authorization for Construction to the County on April 19, 2019.
The proposed agreement with Ghirardelli Associates, Inc. is for construction management services related to the Project.
A request for proposals was advertised on the County Purchasing Portal on February 15, 2019. Five proposals were received on March 15, 2019. A review panel, including Transportation and Public Works and Water Agency staff, evaluated and ranked the proposals based on multiple criteria with a focus on qualifications, related experience, and project understanding. Follow up interviews were held during the week of April 22, 2019. Ghirardelli was determined to be the most qualified proposer based on, among other things, related experience recently completing a similar bridge construction project in Del Norte County and strong staffing resources to support the Project.
Ghirardelli Associates Inc. is a Bay Area engineering firm that has specialized in providing construction management services to cities, counties, and CalTrans for over 30 years. Previously, Ghirardelli Associates Inc. worked with the County on the Fort Ross Road Slide Repair Project in 2010.
The requested professional services agreement for construction management services is for $624,235, plus a 15% contingency, for total amount not to exceed $717,871, with a term ending June 30, 2021. Including the contingency, the value of the agreement represents 13% of the total contract amount of $5,637,737 for construction of the bridge.

Narrative Explanation of Fiscal Impacts:
Appropriations for contract costs were included in the FY 2019-20 adopted Roads Capital Improvement Budget for the Boyes Bridge Construction Project. FHWA will reimburse 88.53% and the State Seismic Fund will provide 1.25% of the participating federal construction costs. Funding for the remaining amount will be paid from Roads Fund Balance.
