Executive Summary:

Arnold Field was built in 1952 and after 67 years in service the sports field lighting system has exceeded its useful life. Through County Purchasing and a competitively bid national contract, Regional Parks acquired quotes for a two phased replacement of the lighting system from Musco Sports Lighting, LLC, in the amount of $184,509.38 for Phase I (infield lights) and $175,055.69 for Phase II (outfield lights), for a total project cost of $359,565.07. Phase I, the infield light replacement, was completed in FY18-19 with funds from cell tower revenue collected on site. Phase II, the outfield light replacement, was not considered feasible at that time due to lack of available funding from either revenue or general fund accounts. Funding to go forward with Phase II, outfield light replacement, was recently identified in the FY 19-20 Budget through the prioritization of projects via the Parks Measure M - Year 1 Workplan, Category 2: Invest in Maintenance, Safety and Recreation Services.

 

Discussion:

Arnold Field, located in Sonoma, was developed in 1952. County-owned, but managed by the Sonoma Valley Athletic Club (SVAC) under a revocable license agreement, Arnold Field has hosted generations of user groups and athletes from little league, Babe Ruth, Sonoma High School Football and Baseball, and, recently, the Sonoma Stompers professional baseball team. The County and the public has benefitted greatly from SVAC’s long-term management of and dedication to the facility.

 

Maintenance needs at Arnold Field are significant, however in recent years SVAC has made significant improvements including new infield sod, replacement lighting for the batting cage, new portable batting cage, new backstop, tarps and pitching ramp, new clubhouse carpet and chairs, and a new clubhouse asphalt driveway. The County has been working with SVAC on additional cleanup and improvements to the facility, the highest priority being the replacement of the aging, ineffective, and inefficient outfield sports field lighting, which will improve field user safety, provide energy efficient lighting which will decrease energy use, and enhance visitor and user experience of the facility. In addition to the decreased energy use, the new lighting system was designed to concentrate light on the field and has improved shielding, providing for less impacts of light spillover into the adjoining neighborhood.

 

In 2018, Regional Parks acquired a bid for replacement of the sports field lighting system from Musco Sports Lighting, LLC, through the National Joint Powers Alliance (NJPA), now Sourcewell, a competitive, nationally bid process. The bid amount for total system replacement far exceeded the amount of money available, so the project was split into two phases.

 

Phase I, the infield lights, was prioritized over the rest of the system, and a bid of $184,509.38 was provided, accepted, and the project was completed in March 2018 utilizing funds available from cell tower revenue collected on site. A bid of $175,055.69 for Phase II, the outfield lights, was shelved due to lack of funding at that time.

 

Pending Board approval, the vendor will begin and complete the Phase II work in early September 2019. The County has worked with the Sonoma Valley Athletic Club and the vendor on the scheduling of the work to minimize impacts to field users.
