Executive Summary:
In April 2016, the Aging Together Initiative Leadership Committee received approval from the Board of Supervisors to submit an application to the World Health Organization (WHO) for Sonoma County to be accepted into the Age-Friendly Communities network initiative. This initiative envisions Sonoma County as a healthy place for people of all ages to live, work, play, and thrive across their lifespan and achieve their life potential. The Council on Aging was selected through a competitive bid process to provide program coordination services to advance age-friendly goals and provide support to individual cities within the County.
Discussion:
The Aging Together initiative serves as a resource for cities in Sonoma County to exchange information and strategies for developing their own applications and fulfilling the World Health Organization’s (WHO) Age-Friendly Communities membership requirements. At the conclusion of the project, Sonoma County and the cities will have assessed community needs and implemented strategies to assist older adults to age in place and actively participate in their local communities. Older adults will be involved in civic engagement addressing issues such as housing, transportation, health, learning, employment, and community-based services that integrate concern for senior independence and support.
On April 5, 2016, the Board of Supervisors supported the continuation of the Age-Friendly Communities effort by approving $50,000 in General Funds through FY 19/20 to complete the WHO’s Age-Friendly Communities requirements. The Human Services Department (HSD) provides $50,000 in matching funds using realignment revenue for a total $100,000 annually. FY 19/20 is the final year of the Age-Friendly Communities Coordinator contract commitment.
The Age-Friendly Coordinator has the responsibility to organize efforts to meet the WHO’s Age-Friendly Communities requirements.
To date, under the direction of the Age-Friendly Coordinator, the Age-Friendly Communities updates include:
1. Healdsburg has become the first Age-Friendly City in Sonoma County.
2. Petaluma is in the process of preparing its application for admission to the Global Network of Age-Friendly Communities.
3. The Age-Friendly Coordinator has recruited and established a county-wide steering committee of older adult volunteers to lead the Age-Friendly Sonoma County effort, per the WHO’s requirements. The committee includes representatives from Cloverdale, Healdsburg, Monte Rio, Petaluma, Santa Rosa, Sebastopol, Sonoma and Windsor. Volunteers from other cities and unincorporated areas are welcome.
4. The Age-Friendly Coordinator has completed a county-wide needs assessment through surveys and focus groups and created an Age-Friendly Sonoma County Needs Assessment Report of our community. The results of these activities are now being used to inform the creation of an action plan with specific steps towards promoting an age-friendly/livable Sonoma County. Presentations to community groups highlighting the assessment findings started in 2018 and are ongoing. The assessment report is attached for review.
5. The Age-Friendly Coordinator has met with City Managers and Mayors of all of Sonoma County's nine incorporated cities to inform them about Age-Friendly Sonoma County and how to apply to the Global Network.
6. The Age-Friendly Steering Committee members, comprised of volunteers, have reached out in their cities and formed local task forces. These groups have been conducting ongoing "Walkability Surveys" that involve small groups walking neighborhoods with an eye toward livable/walkable conditions that promote interaction with neighbors and merchants and awareness of local activities. In addition, the task forces identified local partners to engage in the implementation of the action steps now being developed.
Prior Board Actions:
August 14, 2018 - Board authorized the Director of the Human Services Department to execute an agreement with Council on Aging for the Age-Friendly Communities Coordinator in the amount of $100,000 for the term of July 1, 2018 through June 30, 2019.
October 18, 2016 - Board authorized the Director of Human Services Department to sign and execute an agreement with Council on Aging for $166,667 to fund an Age-Friendly Communities Coordinator for the contract period of November 1, 2016 through June 30, 2018.
April 5, 2016 - Board accepted an update from the Aging Together Sonoma County initiative; approved submission of an application to join the World Health Organization's Age-Friendly City and Community Network; and agreed to allocate $10,000 in General Funds for FY 15/16 and $50,000 per year for a four-year period effective FY 16/17 to support the initiative with matching funds being used to increase the total funding amount.
January 27, 2015 - Board accepted an update from the National Leadership Academy for the Public’s Health Sonoma County Healthy Aging initiative, including progress on developing an Aging Together Sonoma County framework for action.

Narrative Explanation of Fiscal Impacts:
For the fifth of a five-year World Health Organization commitment, the FY19-20 Adopted Budget includes $100,000 for this contract, with $50,000 financed from Realignment funds and $50,000 from General Fund per the aforementioned April 5, 2016 Board item. No additional General Fund contingencies are required for this effort, because the $50,000 was already included in the department’s budgeted FY 19-20 General Fund net cost allocation.
