Executive Summary:

The Department of Transportation and Public Works (TPW) is requesting that the Board approve the Second Amendment to the design contract with Quincy Engineering for replacement of Freestone Flat Bridge, increasing the total not-to-exceed amount of the agreement to $608,601, which includes a 10% contingency, and extending the term to December 31, 2022.

 

Discussion:

The Freestone Flat Bridge over Salmon Creek is a one lane bridge (Bridge Number 20C0440). The bridge is in poor condition, was not designed to current County and Federal standards, and is in danger of suffering damage in a large storm event. The County currently has a design contract with Quincy Engineering for the bridge replacement for a total not-to-exceed amount of $429,980, which includes a 10% contingency, expiring on December 31, 2020.

The proposed increase to the contract amount and extension of the contract term will enable an environmental subconsultant to complete the California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) environmental documents for this project. Quincy Engineering has proposed Panorama Environmental Inc. and WRECO to complete this work.

Environmental consulting was included in the project’s original design request for qualifications in 2012. However, during contract negotiations, TPW determined that this work should be performed by in-house staff. Due to the dramatic increase in the volume of projects related to the 2017 floods, 2017 fire, and 2019 flood, TPW is reinstating this scope of work into the design contract to allow in-house staff greater flexibility to focus on disaster recovery efforts.

The project is 100% funded by the Federal Highway Administration (FHWA) Highway and Bridge Program, and this increase to contract funds represents the redirection of the approved budget from in-house costs to consultant fees. The design of this project has a deadline for completion of April 2021. TPW is committed to meeting this deadline and this amendment to the contract is necessary to deliver this project.

 

Prior Board Actions:

11/10/2015: Board approved First Amendment to agreement with Quincy Engineering, extending the term of the agreement to December 31, 2020 at no additional cost.

9/24/2013: Board approved agreement with Quincy Engineering for engineering design work for the Freestone Flat Bridge Replacement Project.

100% of the funding for this project is coming from the Federal Highway Administration. Appropriations for project costs were included in the FY 2019-20 adopted Roads Capital Improvement budget.
