A)                     Authorize the Chief Probation Officer to amend a Professional Services Agreement with Seneca Family of Agencies to increase the not-to-exceed amount from $1,091,233 by $36,341 to $1,127,574 for the Keeping Kids in School program.

B)                     Authorize the Chief Probation Officer to amend a Memorandum of Understanding with West Sonoma County Union High School District to include a contribution from the district of $36,341 to the Probation Department for the Keeping Kids in School program.

C)                     Adopt a Resolution adjusting the FY 2019-20 budget, increasing appropriations and reimbursement in the Probation Department Juvenile Grant budget by $36,341.

Executive Summary:

The West Sonoma County Union High School District (WSCUHSD) requested additional technical assistance from the Keeping Kids in School program for the 2019-20 school year.  An additional 0.5 FTE case manager from Seneca will be assigned to WSCUHSD at a cost of $36,341. The district contribution will fully offset the cost to the County for these additional services. 

 

Discussion:

Keeping Kids in School (KKIS) is a prevention and intervention program run by the Probation Department, in partnership with local school districts, the Sonoma County Office of Education, Sonoma County Courts, and community-based organizations. KKIS is part of a larger countywide school success framework, consistent with the Board of Supervisors’ priority of ongoing investment in education, and supported by a broad group of stakeholders collaborating to improve connection to schools in Sonoma County.

 

Since August 2015, students in select districts across Sonoma County have received outreach and case management services to address barriers to regular school attendance.  To date, KKIS has served over 500 individual students and their families. The program has documented over 4,000 strategic interventions on behalf of individual program participants. Interventions have included both home and school-based interventions, transportation support, mental/behavioral health referrals, incentives, mentoring, family services, pro-social activities, etc. 

 

An initial program evaluation of KKIS conducted by WestEd determined that KKIS participants had very little involvement in the juvenile justice system, reduced their identified student attendance needs by 5%, increased family functioning by 38%, and had increased attendance  rates.  Additionally, the Sonoma County Civil Grand Jury’s 2016-2017 report on elementary school truancy found that the case management approach used by KKIS has been successful for the school districts they studied (Santa Rosa City Schools and Petaluma City Schools).   The program model is continuing to be studied at Petaluma City Schools and Cotati-Rohnert Park Unified School District through a National Institute of Justice research project led by WestEd Justice and Prevention Research Center.

 

In addition to individualized case management services, KKIS program staff and case managers provide technical assistance to partner schools/districts to improve their attendance systems. School and districtwide support have included activities such as revamping tardy procedures, systematizing attendance letters, developing and supporting incentive programs, supporting staff development, providing relevant staff trainings, etc.

 

Currently nine school districts throughout the county receive KKIS services with most providing financial contributions to support the continuation of KKIS services through June 2020: Cotati-Rohnert Park USD, Forestville USD, Guerneville Elementary School District, Petaluma City Schools, Santa Rosa City Schools, Sonoma County Office of Education, Sebastopol Union School District, Sonoma Valley USD, and West Sonoma County Union High School District. Students from additional school districts, such as Cloverdale Unified School District, receive services through truancy court referrals. 

 

For the 2019-20 school year, WSCUHSD requested additional technical assistance from KKIS to help improve their districtwide systems of support for chronically absent students and agreed to cover the cost of this service increase.  The Probation Department will oversee this service increase to maintain program fidelity and strengthen existing partnerships. An additional .5FTE case manager will be assigned to WSCUHSD at a cost of $36,341 for the 2019-20 school year, which coincides with the term of the existing agreements. Probation intends to pursue a competitive process at that time for ongoing case management services.

 

 

 

Prior Board Actions:

October 23, 2018: authorized the Chief Probation Officer to enter into Memorandum of Understanding with Healdsburg Unified and Windsor Unified School Districts to receive KKIS program services through June 30, 2020.

 

May 22, 2018, the Board of Supervisors authorized the Chief Probation Officer to enter into agreements with multiple School Districts listed above, and Seneca Family of Agencies, WestEd and Community Matters related to services provided under the KKIS program through June 2020.

 

December 12, 2017, the Board of Supervisors authorized the Chief Probation Officer to execute an amendment to the Seneca Family of Agencies Agreement to increase the contract limit and extend the term until the end of the school and calendar year.

 

May 19, 2015, the Board of Supervisors authorized the Chief Probation Officer to execute an Agreement with Seneca Family of Agencies to provide case management services for youth experiencing school attendance problems and their families.

 

April 14, 2015, the Board of Supervisors received an update on the Keeping Kids in School project, provided by Probation and partner agencies involved in the project.

 

December 9, 2014, the Board of Supervisors passed, approved, and adopted a resolution that authorized the Chief Probation Officer on behalf of the Board of Supervisors to take the following actions: 1) submit the Justice Assistance Grant (JAG) proposal for this funding; 2) sign the JAG Grant Agreement with the California Board of State and Community Corrections; 3) accept funding for the period March 1, 2015, through December 31, 2017, in the amount of $2,145,000; and 4) add 1.0 FTE Department Program Manager, effective March 1, 2015, contingent upon securing the JAG Grant, which would fund the position.

Narrative Explanation of Fiscal Impacts:

Current year expenditures (prior to the requested budgetary adjustment) under this contract are budgeted at $545,517, paid with Juvenile Probation 2011 Realignment funds. As noted above, the Department will be conducting a new Request for Proposal (RFP) process in the fall of 2019 as well as engaging with school districts throughout Sonoma County as to their ongoing participation in the KKIS Program. The budget implications of these concurrent processes will be incorporated into budget recommendations in FY 2020-21 and beyond.
