Executive Summary:

The Department of Transportation and Public Works (TPW) is requesting that the Board approve the construction contract with Gordon Ball, Inc. for replacement of Boyes Boulevard Bridge over Sonoma Creek with a new bridge 95 feet in length and 46 feet in width. The new bridge will have a curved alignment with wider shoulders and sidewalks than the existing bridge to improve vehicular and pedestrian safety. The construction contract will be funded through the Federal Highway Administration (FHWA) for 88.53% of the allowable construction costs with a maximum amount of $4,437,573, and the State of California Seismic Retrofit Fund will provide $62,656. The Valley of the Moon Water District will contribute an estimated $253,200 in funding and the Sonoma County Water Agency-Sanitation District will fund $37,700.

 

Discussion:

The existing two-lane bridge on Boyes Boulevard over Sonoma Creek (Bridge Number 20C0262) has been found to be functionally obsolete. Functionally obsolete bridges are those that do not have adequate lane widths, shoulder widths, or vertical clearances to serve current traffic demand, or those that may be occasionally flood. The Boyes Boulevard Bridge Replacement Project will include improvements to the roadway approaches and appurtenant facilities. The new replacement bridge will comply with current roadway, drainage and bridge standards to accommodate the 100-year storm event with freeboard as specified by the County of Sonoma. The Boyes Boulevard Bridge Replacement Project does not increase vehicular capacity but will provide a shoulder for bicycles and a 5-foot sidewalk for pedestrians.

The work will include installation of a temporary pedestrian bridge, utility relocations, demolition of the existing bridge, construction of the new bridge and roadway approaches including drainage improvements, lighting, concrete work, hot mix asphalt concrete paving and removal of the temporary pedestrian bridge. The Boyes Boulevard Bridge Replacement Project is anticipated to be completed over two years-in 2019 and 2020. The first construction season is anticipated for installing the temporary pedestrian bridge and the utility relocations starting in 2019, with the bridge and roadway work construction in 2020.

Commencement of construction of the project has been delayed due to, among other things, a lengthy negotiation with a neighboring homeowners’ association in 2018.

The Boyes Boulevard Bridge Replacement Project is receiving Federal funds and must satisfy all requirements of the Federal Highway Bridge Program, including approval by Caltrans. Caltrans issued the Request for Authorization for Construction to the County on April 19, 2019.

The Boyes Boulevard Bridge Replacement Project was advertised for construction bids from May 6, 2019 to June 5, 2019.

Bids were opened on June 5, 2019.

Bids were received as follows:

Gordon Ball, Incorporated: $ 5,125,215.50

Ghilotti Construction Company: $ 5,317,519.04

Valentine Corporation: $ 5,766,369.20

DMZ Builders: $ 5,925,297.00

Viking Construction: $ 6,344,891.00

The Engineer’s Estimate for the project was $ 4,469,600.

The low bid was about 12.8 percent higher than the Engineer’s Estimate. The second lowest bid was $ 5,317,519, which was 3.7 percent above the low bid. The major differences between the bid and the Engineer’s Estimate are the cost of the temporary pedestrian bridge (also used for temporary water, gas and electric relocations), and the cost of the Valley of the Moon Water District’s water system improvements as part of the Boyes Boulevard Bridge project.

The total estimated construction cost is $ 5,637,737, including 10% contingency. The Federal Highway Bridge Program is funding about 88.53% of the costs of the participating items of construction. The County of Sonoma will be funding about 11.47% of the construction costs, with contributions from Valley of the Moon Water District to fund its water system improvements and Sonoma County Water Agency-Sanitation District to fund its sanitary sewer facilities. Both agencies have entered into agreements with the County for the funding. This split between Federal/State and local funding sources is consistent with the requirements of the Federal Highway Bridge Program. Remaining project costs will be funded with SB1 revenues.

Approval for an agreement for construction management services for the Boyes Boulevard Bridge Replacement Project will be requested through a future Board Agenda item.

In accordance with Public Contract Code Section 20128, the contract shall be awarded to the lowest responsible bidder.

Gordon Ball, Inc. is experienced in performing bridge work and is a licensed contractor. Gordon Ball Inc. was the contractor that completed the Porter Creek Road Bridge Replacement Project and the seismic retrofit of the Westside Road Bridge Project.

The Department of Transportation and Public Works recommends awarding the construction contract to Gordon Ball, Inc. The total estimated cost of construction is $ 5,637,737.
