Executive Summary:

This resolution delegates authority to the Director of Transportation and Public Works, to obtain SB1 State Transit Assistance State of Good Repair funds provided by the California Department of Transportation, Division of Rail and Mass Transportation. Using funding allocated for FY 2019-20, the current project will fund roof rehabilitation on Sonoma County Transit’s Maintenance Facility to a state of good repair. Future funding allocations are anticipated to be used to make additional repairs and improvements to Sonoma County Transit’s Operations and Maintenance Facilities.

 

Discussion:

The Road Repair and Accountability Act of 2017, approved by California State Legislature as Senate Bill 1 (SB1), is currently providing transportation funding that is anticipated to continue over the next decade to repair highways, bridges and local roads and improve transit service. SB1 also provides approximately $105 million annually to transit operators in California for eligible transit maintenance, rehabilitation and capital projects. Sonoma County Transit’s share of these funds, which is referred to as the SB1 State of Good Repair Grant Program, is $35,011 for FY 2019-20.

The SB1 State of Good Repair Grant Program, which is administered by the California Department of Transportation, Division of Rail and Mass Transportation (Caltrans), is funded from a portion of a new Transportation Improvement Fee on vehicle registrations beginning in 2018. Sonoma County Transit is submitting an application to Caltrans requesting $35,011 in FY 2019-20 State of Good Repair Grant Program funding to rehabilitate the roof on its Maintenance Facility.

Prior to receiving an allocation of SB1 State of Good Repair Grant Program funding, Sonoma County Transit must annually submit to Caltrans a Board Resolution approving an annual list of projects for which SB1 State of Good Repair funding will be used.

Sonoma County Transit’s Operations and Maintenance Facility was constructed in 1984. The facility’s metal roof has reached the end of its useful life and is need of major rehabilitation. There is a relatively limited amount of SB1 State of Good Repair funding allocated to Sonoma County Transit on an annually basis. The magnitude of the roof rehabilitation requires that Sonoma County Transit dedicate multiple years of SB1 State of Good Repair funding for the project which will be conducted in two phases. SB1 State of Good Repair funding in FY 2018 and FY 2019 have already been approved for the roof rehabilitation project. Additional SB1 State of Good Repair funding now being requested in FY 2020 will provide a total of $103,124 for the project.

Narrative Explanation of Fiscal Impacts:

The requested SB1 State of Good repair funds, combined with prior year SB1 funds for the same purpose, will be used for roof repairs at the County Transit facility and conducted in two phases. This project has been included in Transit’s FY 2019-20 adopted budget.
