Executive Summary:

The County of Sonoma Emergency Medical Services Agency is responsible for oversight and regulation of the local Emergency Medical Services system of coordinated emergency medical care, injury prevention, and disaster medical response. The Sonoma County Board of Supervisors has designated the Sonoma County Department of Health Services as the local Emergency Medical Services Agency for Sonoma County. The Coastal Valleys Emergency Medical Services Agency, which falls administratively within the Sonoma County Department of Health Services, serves as the local Emergency Medical Services Agency for Sonoma County and also for Mendocino County through an agreement between Sonoma and Mendocino counties. This partnership between Sonoma and Mendocino has been in place since 1993.

The current agreement between Sonoma and Mendocino counties expires on June 30, 2019. This item requests approval to execute an extension to the agreement through September 30, 2019. The Department plans to work with Mendocino County over the next few months to identify needed revisions to the current arrangement and to perform an assessment of the costs associated with providing services. The Department will bring to the Board a revised agreement, which provides for full-cost recovery, for services beginning October 1, 2019.

 

Discussion:

Pursuant to the California Health and Safety Code, the County of Sonoma Emergency Medical Services Agency is responsible for oversight and regulation of the local Emergency Medical Services system of coordinated emergency medical care, injury prevention, and disaster medical response. The Sonoma County Board of Supervisors has designated the Sonoma County Department of Health Services as the local Emergency Medical Services Agency for Sonoma County. The Coastal Valleys Emergency Medical Services Agency, which falls administratively within the Sonoma County Department of Health Services, serves as the local Emergency Medical Services Agency for Sonoma County and also for Mendocino County through an agreement between Sonoma and Mendocino counties. The partnership between Sonoma and Mendocino has been in place since 1993.

Under the terms of the agreement with Mendocino County, Sonoma County staff performs Mendocino Emergency Medical Services administration functions for Mendocino County including medical control and oversight, certification and accreditation of personnel, approval and oversight of base hospitals, authorization of advanced life support programs, and responsibility to maintain the Mendocino County portion of the regional hospital communications system. Mendocino County provides clerical services and supplies necessary to support the Mendocino Emergency Medical Services program office including the purchase and maintenance of an Emergency Medical Services vehicle in compliance with County of Mendocino fleet standards.

In return for services provided by Sonoma County during the three-month extension period, Mendocino County will pay to Sonoma County $23,750 plus a pro rata amount of the ImageTrend hospital emergency communication system for Emergency Medical Services and Fire Data System. The ImageTrend portion is $3,125 for the three-month extension period. The final amendment will be substantially similar to the amendment provided as Attachment 1.

Prior Board Actions:

On May 17, 2016 the Board approved an agreement with the County of Mendocino for the County of Sonoma to provide Emergency Medical Services Agency administration for the period July 1, 2016 through June 30, 2019 and to receive revenue in an amount not to exceed $322,500.
