Executive Summary:
The boat launch facilities at Doran Park are utilized by thousands of residents and visitors every year for access to sport fishing and other water related activities in Bodega Bay. The facilities include a boat ramp with boarding floats, parking for vehicles with trailers, and a boat wash out and fish cleaning station to support these recreational uses. This facility is currently in need of renovations to improve accessibility for persons with disabilities, to address deferred maintenance, and to comply with the current code. Regional Parks has completed a public bid advertisement and opening selection process and requests the Board approve the plans and specifications for the project, and requests the Chair of the Board to execute the agreement with Bellingham Marine Industries, Inc. (Contractor) for construction of the Doran Park Boat Launch Facility Improvements in the amount of $1,127,376.
Discussion:
In January of 2013 the preliminary improvement plans and environmental document were completed, funded in part with a $350,000 grant from the California Division of Boating & Waterways. On March 26, 2013 the Board of Supervisors approved the project and adopted the Mitigated Negative Declaration for the Bodega Bay Boat Launch Facilities Improvements which includes both the Doran Boat Launch and Westside Boat Launch. At that time the Board also approved a grant application to Boating & Waterways for the construction of improvements at Westside Park. The Westside Park Boat Launch improvements were completed in March 2018. In March of 2014, the Board approved a grant application to Boating & Waterways for the construction of improvements at Doran Regional Park. The Board approved the Resolution to accept the $990,000 grant and to appropriate funding on March 21, 2017.
Bid Selection Process and Award
The Doran Park Boat Launch Facility Improvement project was advertised for bidding on February 20, 2019 in the Press Democrat, and a pre-bid conference was held at the site on March 7, 2019. Several prospective bidders attended the pre-bid meeting. The project scope included a Base Bid and five (5) bid Add Alternatives. Add Alternative 1 includes renovating the fish cleaning station; Add Alternative 2 includes paving the overflow parking area, Alternative 3 includes an accessible kayak launch; Add Alternative 4 includes additional asphalt concrete repair; and Add Alternative 5 includes an asphalt concrete leveling course.
On March 19, 2019 the County publicly opened bids for the project. A single bid was received from a qualified contractor, Bellingham Marine Industries, Inc. (BMI) for $1,230,373 for the Base Bid. The single bid received from BMI was 25% higher than the 2018 engineer’s estimate of $925,000. The high bid is attributed to a large increase in material and labor costs due to the current rebuilding from the 2017 and 2018 North Bay fires.
Bellingham Marine Industries, Inc., Boating & Waterways, project engineers, and Regional Parks worked together to value engineer the bid items. Design modifications to the concrete piles, pathways, and other items have resulted in over $120,000 of savings towards the base bid. The proposed contract of $1,127,376 includes the negotiated Base Bid plus Add Alternative 1 Fish Cleaning Station Renovation and the Add Alternative 3 Accessible Kayak Launch. Proposed budgeted funds will allow for the award of Alternate 2 paving the overflow parking, signage, and mitigation improvements. Total construction costs are anticipated to be $1,283,080 and total planning costs are anticipated to be $241,920, for a total project cost of $1,525,000.
The project is scheduled for construction from August 26, 2019 to November 1, 2019 to minimize impacts to recreational fishing, and to have the facility open in time for recreational crab season.

March 25, 2014 by Resolution No. 14-0106, approved application for Boating & Waterways funding for construction of Doran Boat Launch Facilities.
March 26, 2013 by Resolution No. 13-0113, adopted a Mitigated Negative Declaration for the Bodega Bay Boat Launch Facilities Improvements.

Narrative Explanation of Fiscal Impacts:
The Adopted FY 18-19 budget includes $990,000 grant from Boating and Waterways, $80,000 from General Fund Disabled Access, and $5,000 in Park Mitigation Fees Area 1. In addition, the FY 19-20 Recommended Budget includes $200,000 in Parks Measure M Category 2 and a $100,000 transfer from the General Fund Parks Maintenance budget. To supplement the current budget, the attached budget resolution will add an additional $150,000 of Parks Measure M Category 2, bringing the total project budget to $1,525,000. All revenues and expenditures are shown in FY 19-20 above as that is when project will be constructed.
