Executive Summary:

The Department of Transportation and Public Works (TPW) is requesting that the Board approve the Second Amendment to the design contract with OPAC Consulting Engineers (OPAC) for replacement of Lambert Road Bridge, effective June 30, 2019, extending the term of the agreement to June 30, 2022 at no additional cost.

 

Discussion:

The Lambert Road Bridge over Dry Creek is a two lane steel truss bridge (Bridge Number 20C0248). The bridge is in poor condition, was not designed to current seismic standards and is in danger of suffering damage in a large storm event.

The extended design time for this project is a result of complex environmental considerations and studies and extensive public consultation on design alternatives and strategies. Both of these factors are key to successfully completing the National Environmental Policy Act (NEPA) and California Environmental Quality Act (CEQA) process, before TPW and OPAC can progress to a final design and construction.

The project is eligible for federal funds and therefore must satisfy all requirements of the Federal Highway Bridge Program, including approval by Caltrans.

The Board approved the original design contract with OPAC on July 30, 2013 for an amount not to exceed $611,104 through June 30, 2015. The Board approved the First Amendment extending the term through June 30, 2019, at no additional cost.

To successfully deliver this project, TPW needs to retain the services of OPAC for the duration of the project. Not extending the agreement would greatly increase the cost to complete the project and require that the approximately $400,000 of federal funds expended to date be repaid.

 

Prior Board Actions:

9/1/2015: Board approved First Amendment to agreement with OPAC Consulting Engineers, extending the term of the agreement to June 30, 2019 at no additional cost.

7/30/2013: Board approved agreement with OPAC Consulting Engineers for engineering design work for the Lambert Road Bridge.
