Executive Summary:
The Assessor's Office is responsible for assessing geothermal properties located in Sonoma County. Geothermal assessments are complex and require expertise in the geothermal industry as well as California property tax laws. The Assessor’s Office has contracted with Harold W. Bertholf Inc. to assist in determining the values of geothermal properties for the annual and supplemental tax rolls. Because The Geysers geothermal facilities straddle Sonoma County and Lake County, the data prepared by Bertholf is also relevant to the Lake County Assessor’s Office. Lake County desires to purchase the data prepared by Sonoma County’s consultant for tax year 2018-19 for $25,000 through the proposed cost sharing agreement. The Clerk-Recorder-Assessor requests authorization to execute the agreement.
Discussion:
The Sonoma County Assessor’s Office is responsible for assessing The Geysers geothermal facility. The Assessor’s Office has contracted with Harold W. Bertholf, Inc. to assist in providing reliable evaluations of the geothermal properties. Because The Geysers straddles both Sonoma and Lake Counties, the data prepared by Bertholf is also relevant to the Lake County Assessor’s Office. Lake County desires to purchase the data prepared for tax year 2018-19 from Sonoma County for $25,000. This amount represents Lake County’s approximate share of the cost paid by Sonoma County to Bertholf for the data based on the allocated value of The Geysers between the two counties. It is mutually beneficial for the counties to rely on the same valuation data. The Clerk-Recorder-Assessor therefore requests that the Board authorize the proposed cost sharing agreement with Lake County.
