Authorize the Sheriff to execute an Agreement with the U.S. Army Corps of Engineers in the amount of $177,289 to provide law enforcement services at Lake Sonoma for the term May 17, 2019 through September 22, 2019. Authorize the Sheriff to make revisions to the documents that do not substantially change the content, with approval of County Counsel. The Agreement helps to ensure greater public safety during the busy summer season at Lake Sonoma.

Executive Summary:
The Sheriff’s Office is requesting the Board’s approval to execute an Agreement with the U.S. Army Corps of Engineers, allowing the Sheriff’s Office Marine Unit to be reimbursed up to $177,289 for providing law enforcement services on Lake Sonoma during the busiest boating days of the year.
Discussion:
Since Lake Sonoma opened in 1985, the Sheriff’s Office Marine Unit has provided a baseline level of service for the Warm Springs Dam area. Of all the County waterways, it is the busiest, with the most calls for service, the most accidents, and the most law enforcement contacts.
Also since 1985, the U.S. Army Corps of Engineers has contracted with the Sonoma County Sheriff’s Office and provided reimbursement for a portion of the law enforcement services provided on Lake Sonoma during the busy summer months. In addition to the reimbursement provided in the contract, Army Corps also provides the Marine Unit with an office at Lake Sonoma to use as a substation, a storage container, and docking spaces on the Lake for the Unit’s vessels and personal water crafts.
The amount available this season for reimbursement to the County for the provision of law enforcement services is $177,289. The contract allows the County to request reimbursement for 0.5 FTE Deputy Sheriff II salary and benefit costs, some overtime, holiday time and Sergeant support. Additional reimbursable expenses include the daily cost of two patrol vehicles, mileage, County-wide and Sheriff’s Office overhead. Reimbursement revenue and corresponding expenditures are included in the Sheriff’s Office adopted FY 18-19 and recommended FY 19-20 budgets.
If the contract is not approved, the County will forego funding reimbursement up to $177,289 for the provisions of law enforcement services at Warm Springs Dam Lake Sonoma.
Prior Board Actions:
Law enforcement agreements with the U.S. Army Corps of Engineers have been approved annually since 1985, most recently on June 11, 2018.

The contract will reimburse actual expenditures up to $177,289. An estimated $61,276 will be expended in FY 18-19. The remaining $116,013 in revenue and expenditures is included in the Sheriff’s Office FY 19-20 recommended budget.
