Executive Summary:
The Department of Health Services has been providing medical staff to conduct sexual assault exams at Sutter Hospital and coordinating the Sexual Assault Response Team program with law enforcement since 2002. The proposed memorandum of understanding with Sutter Hospital will facilitate continued reimbursement to the County for providing medical staff to perform the examinations at Sutter’s facility.
Discussion:
In 1996, the County entered into a Health Care Access Agreement with Sutter Bay Hospitals dba Sutter Santa Rosa Hospital in which Sutter agreed to provide certain additional services including clinical forensic services needed for victims of sexual assault. The Department of Health Services has been providing the medical staff to conduct sexual assault exams at Sutter Hospital and coordinating the Sexual Assault Response Team program with law enforcement since 2002.
Since 2013 the Department has had a memorandum of understanding with Sutter to reimburse certain increased personnel costs in the form of nurse standby pay and medical examination fees. Under the existing memorandum of understanding, which expires June 30, 2019, the Department of Health Services provides staff for the Sexual Assault Response Team Medical Unit with specially trained forensic examiners who are on call 24 hours per day, 365 days per year. Sutter provides the facility and supplies to provide clinical forensic examinations for all victims brought to the Sutter Hospital Emergency Department by law enforcement personnel.
The proposed memorandum of understanding with Sutter will facilitate continued reimbursement to the County for providing medical staff to perform the examinations at the Sutter facility.
The Department remains committed to ensuring the purpose of the Health Care Access Agreement will continue to be achieved - including access to clinical forensic services needed for victims of sexual assault.

On June 14, 2016 the Board approved a memorandum of understanding with Sutter Bay Hospitals dba Sutter Santa Rosa Regional Hospital to accept $78,000 in revenue to provide sexual assault clinical services for the period July 1, 2016 through June 30, 2019.

Revenue of $26,000 is included in the proposed FY 19-20 budget. Additional revenue of $26,000 will be included in each of the FY 20-21 and FY 21-22 budgets for this agreement.
