Executive Summary:

Today’s agenda includes two items for Pavement Preservation. This item is for the award of a construction contract from the 2018-19 Pavement Preservation Program, originally approved in 2017. The other item is requesting approval of the future 2020-21 Pavement Preservation Program.

This project is part of the on-going effort of the Board of Supervisors (Board) to address the road rehabilitation and preservation needs of the County Road system.

On September 26, 2017, the Board approved an expenditure plan for $28 million dollars in local contributions dedicated to pavement preservation. As part of the plan, the Board approved Storm Damaged Roads Repair and a preliminary list of roads for the 2018-19 Pavement Preservation Program that included several different treatments to improve approximately 81 miles of County roads.

The 2018-19 program is comprised of six construction projects and once completed it will add 32.20 additional miles of pavement preservation, bringing the Board’s total investment since 2012 to over 351.68 miles of road preservation work. The six projects include:

1.                     Full-Depth Reclamation and Overlays Project #C18004: completed in 2018, 9.10 miles.

2.                     Chip, Fog and Slurry Seals Project #M19500: to be completed in 2019, 32.20 miles.

3.                     Full-Depth Reclamation and Overlays Project # C19600: to be completed in 2019, 15.09 miles. (Todd Road PM 11.87 to PM 13.00 delayed to 2020-2021 PPP).

4.                     Chip Seals and Overlays: completed in 2018 by Transportation and Public Works Maintenance, 0.81 miles.

5.                     Roads completed in 2018 by Sonoma County Water Agency sewer project, 1.13 miles.

6.                     Storm Damage Overlays Project #M18059: completed in 2018, 22.20 miles.

The actions requested in this item are to approve the plans and specifications and award the contract and authorize contract execution for Part 3 of the 2018-19 program listed above. Parts 1, 4, 5, and 6 of the program were completed in 2018 and Part 2 will be completed in 2019.

Approval of a construction management contract for work identified in this project will be requested through a separate Board Agenda item.

 

Discussion:

This project, Part 3 of the 2018-19 Pavement Preservation Program, includes a Full-Depth Reclamation (FDR) treatment, which involves milling the existing road down one foot below the surface, processing the asphalt concrete surface and underlying base with a binding additive to create a homogenous stabilized base course, and compacting the processed mixture back onto the roadway. Lastly, an asphalt concrete overlay surface is placed over the recycled asphalt concrete layer. This treatment will be used on the following roadway:

                     Cleveland Avenue from Western Avenue to Bodega Avenue (0.50 mile)

                     Green Hill Road from Occidental Road to Graton Road (0.85 mile)

                     Green Valley Road from Sullivan Road to Highway 116 (1.01 miles)

                     Laughlin Road from Slusser Road to North Laughlin Road (1.50 miles)

                     Pleasant Hill Road from Lynch Road to Sebastopol city limits (0.57 mile)

                     Willowside Road from Guerneville Road to Piner Road (1.01 miles)

This project also includes an Asphalt Concrete Overlay treatment process, which consists of placing a layer of asphalt concrete over the existing roadway surface from edge of pavement to edge of pavement, and will be used on the following roadways:

                     Agua Caliente Road from Sonoma Creek Bridge to Highway 12 (0.33 mile)

                     Cazadero Highway from Austin Creek Road to the town of Cazadero (2.74 miles)

                     Dechene Avenue to Northside Avenue (0.35 mile)

                     East Robles Avenue from Santa Rosa Avenue to Brooks Avenue (0.37 mile)

                     Greger Street from Boyes Boulevard to Lichtenberg Avenue (0.18 mile)

                     Jonive Road from Bodega Highway to Occidental Lane (2.17 miles)

                     Trinity Road from Highway 12 to the County Line at Margie Lane (2.08 miles)

                     Verano Avenue from Sonoma Creek to Main Street (0.69 mile)

This project also includes a Remove and Replace treatment process, which involves milling off the existing asphalt concrete surface to a depth of three inches and replacing the asphalt concrete surface from edge of pavement to edge of pavement. This treatment will be used on the following roadways:

                     Agua Caliente Road from Highway 12 to Park Avenue (0.35 mile)

                     Riverside Drive from Lucas Avenue to Boyes Boulevard (0.39 mile)

The project was advertised from bids: March 19 to April 9, 2019.

Bids were opened: April 9, 2019.

The Engineer’s Estimate for the project was $8,635,571.90.

The low bid of $7,775,586.70 was 11%, or $859,985.21 below the Engineer’s Estimate. The second bid was $8,777,533.80, 12% above the low bid. The average bid price was $8,682,595.59, 0.5% greater than the Engineer’s Estimate. The major differences between the bid and estimate are the costs for the cold plane asphalt concrete, full-depth reclamation and the traffic control items.

In accordance with Public Contract Code Section 20128, the contract shall be awarded to the lowest responsible bidder.

Ghilotti Construction Company, Inc. is experienced in performing roadway work. They have been licensed since 1992 and have completed work for the County on several Pavement Preservation Program (PPP) projects, such as the 2014 PPP Full-Depth Reclamation Project; 2016 PPP Bonded Wearing Course and Overlays Project; 2017 PPP Cold In-Place Recycling, FDR and Overlays Project; 2017 OBAG 1 paving projects; and 2018 PPP Full Depth Reclamation and Overlays Project.

Transportation and Public Works recommends awarding the contract to Ghilotti Construction Company, Inc. The total estimated cost of construction is $7,775,586.70 plus a 10% for construction contingency, for a total of 8,553,145.36.

Narrative Explanation of Fiscal Impacts:

Funding for these projects was included in the 2018-19 Annual General Fund Contribution to pavement preservation and SB1 Revenues through Board approval on 7/24/2018. Appropriations for the Full-Depth Reclamation and Overlays Project C19600 of $8,553,145.36, which includes a 10% contingency is included within the FY 2019-20 requested budget.
