Executive Summary:

Spud Point Marina, which is located in Bodega Bay, was built in 1985 and after 33 years in the sea salt environment many portions of the infrastructure have met or exceeded their useful life.  This is especially true of the utilities that are secured to the underside of the service dock specifically the fuel piping. Regional Parks developed plans and specifications, bid the project, and in this item recommends awarding the bid of the Spud Point Marina Above-Ground Fuel Piping Replacement Project to Aries Construction Corporation, dba Aries Engineering Corporation in the amount of $397,990 to enhance visitor amenities and replace aging infrastructure.  Funding in the amount of $350,000 will come from the Spud Point Marina Enterprise Fund.  The remaining amount of $100,000 is proposed to come from the Facility Maintenance and Investment/Deferred Maintenance Fund, to be repaid from the Spud Point Enterprise Fund over a period of four fiscal years.  The total project budget of $450,000 includes the construction work, a 5% contingency and construction administration costs.

 

Discussion:

The County developed Spud Point Marina in 1985 to provide adequate marina facilities for the 300-vessel commercial fishing fleet. As a key commercial fishing marina on the North Coast, Spud Point Marina is important to the economy of the Bodega Bay area. It is the only source of marine fuel and bulk ice between San Francisco and Ft. Bragg.  Fifteen percent of the Dungeness crab harvested in California is offloaded in Bodega Bay, as well as thirty one percent of the Chinook salmon. 

 

The marina service dock provides marine fuel, sewage pump out and ice for commercial and recreational boaters working in and around Bodega Bay. Providing these services requires electrical, water lines, and fuel lines that are installed on the dock structure.  The electrical and water line utilities have been replaced. The fuel line has experienced minor leaks and large rust bubbles on the fuel piping creating a significant risk of failure that could contaminate the bay waters with fuel. Additionally, the fuel lines require mandatory upgrades to double walled fuel lines with leak monitoring systems to comply with the Resource Conservation and Recovery Act (RCRA) found in Title 40 Code of Federal Regulations (CFR) Part 264.  These regulations require that the delivery piping be double walled, free of cracks or gaps, and sufficiently impervious to contain leaks, spills and accumulated precipitation until the collected material is detected and removed.

 

On March 4, 2019, the Notice Inviting Bids for the Spud Point Marina Above-Ground Fuel Piping Replacement Project was sent out for public bidding and the plans and specifications were made available to prospective bidders.  The project was advertised in the Press Democrat on March 6, 2019, and the North Coast Builders Exchange on March 7, 2019.  On Tuesday, March 19, 2019 a pre-bid conference was held at the project site.  Ten contractors attended the pre-bid meeting.  Bids were opened by the Purchasing Division on April 4, 2019.  The engineer’s estimate for the project was $350,000 to $375,000.

 

Three bids were received and are shown below:

The bid of Aries Construction Corporation was determined to be the low responsive bid.  

 

Pending board approval, the contractor will begin construction in late May 2019 and will have 40 days to complete the work.  The County will work with the contractor to minimize impacts to commercial fishing operations.  Marina staff have arranged for a temporary location of a fuel tanker truck during the construction period.

Narrative Explanation of Fiscal Impacts:

The total project cost for the Spud Point Marina Above-Ground Fuel Piping Replacement Project is $450,000.  This includes $397,990 for construction, $20,000 for project contingency, and $32,010 for Regional Parks’ engineering and planning project management costs.  The FY 2018-2019 Adopted Budget includes $350,000 for the fuel line replacement project, funding for which comes from the Spud Point Enterprise Fund.  Due to declining fishing revenues and ever increasing expenses there is currently not sufficient funds within the Enterprise to cover the higher than anticipated cost of the project. To ensure these times sensitive improvements can be completed, staff is proposing to transfer $100,000 from the Facility Maintenance and Investment/Deferred Maintenance Fund to complete the project funding, with the expectation that Regional Parks will make arrangements with the County Administrator and ACTTC to repay the $100,000 over the next four fiscal years with Spud Point Enterprise Fund revenues.
