Executive Summary:
In an effort to reduce run off the road collisions on Lakeville Road, Transportation and Public Works (TPW) proposes to install centerline and edge line rumble strips and replace all existing striping with wet-night high visibility striping. The cost of this project is $655,699 ($596,090 plus a 10% contingency). This project will be entirely funded with federal dollars from the Highway Safety Improvements Program (HSIP).
Discussion:
Lakeville Road is a 6.97 mile-long, rural two-lane undivided road between State Route 116 and State Route 37. It serves as a major connection between Marin County, Solano County, and Sonoma County and an alternative route to US 101. The roadway has a consistent topography, roadway width, and carries approximately 18,000 vehicles per weekday consistently throughout the entire segment. The posted speed limit is 55 miles per hour.
With the goal of reducing collisions and enhancing safety, TPW is implementing a safety enhancement project which consists of placing new edge line and centerline rumble strips, and replacing the existing traffic striping with enhanced wet-night visibility striping. It was determined from the 5-year collision history that a systemic approach to implementing the chosen countermeasures would most effectively help to reduce collisions along the entire Lakeville Road corridor. The collision data shows roadway/travel lane departure collisions as being distributed throughout the entire corridor versus concentrated spot locations. Thus, the systemic implementation of striping enhancements with center line and edge line rumble strips will have the best opportunity as a corridor-wide reduction measure.
The project was advertised from February 6 to March 7, 2019.
Bids were opened on March 7, 2019.

The Engineer’s Estimate for the project was $658,600.00
The low bid of $596,090.00 was 9%, or $62,510.00 below the Engineer’s Estimate. The second bid was $618,200.00, 4% above the low bid. The average bid price was $629,053.33, 4% less than the Engineer’s Estimate.
In accordance with Public Contract Code Section 20128, the contract must be awarded to the lowest responsible bidder, Central Striping Service, Inc.
TPW recommends award of the contract for the Lakeville Road Rumble Strip and Enhanced Striping Project, C18015 to Central Striping Service, Inc. The total estimated cost of construction is $655,699 including 10% for construction contingency.

Narrative Explanation of Fiscal Impacts:
Funding for this project is provided by the Highway Safety Improvement Program (HSIP). The project is eligible for 100% federal funding therefore there are minimal fiscal impacts for the County to implement this project. Appropriations for this project were included in the FY 2019-20 Roads Capital Improvement Recommended Budget.
