Executive Summary:
This project is part of the on-going effort of the Board of Supervisors (Board) to address the road rehabilitation and preservation needs of the County Road system.
On September 26, 2017, the Board approved an expenditure plan for $28 million dollars in local contributions dedicated to pavement preservation. As part of the plan, the Board approved Storm Damaged Roads Repair and a preliminary list of roads for the 2018-19 Pavement Preservation Program that included several different treatments to improve approximately 81 miles of County roads.
The 2018-19 program is comprised of six construction projects, and once completed it will add 32.20 additional miles of pavement preservation, bringing the Board’s total investment since 2012 to over 351.68 miles of road preservation work. The six projects include:
1. Full-Depth Reclamation and Overlays Project #C18004 completed in 2018, 9.10 miles.
2. This project, Chip, Fog and Slurry Seals Project #M19500, 32.20 miles will be completed in 2019.
3. Full-Depth Reclamation and Overlays Project # C19600, 15.95 miles will be completed in 2019.
4. Chip Seals and Overlays completed in 2018 by Transportation and Public Works Maintenance, 0.81 miles.
5. Roads completed in 2018 by a Sonoma County Water Agency sewer project, 1.13 miles.
6. Storm Damage Overlays Project #M18059 completed in 2018, 22.20 miles.
The actions requested in this item are to approve the plans and specifications, and award and authorize the Chair to execute the construction contract for Part 2 of the 2018-19 program listed above. Parts 1, 4, 5, and 6 of the program were completed in 2018 and Part 3 will be completed in 2019.
Approval of a construction management contract for work identified in this project is requested on a separate Board Agenda item.
Discussion:
Part 2 of the 2018-19 Pavement Preservation Program involves chip seal, fog seal, micro-surfacing and slurry seal treatments over approximately 32.20 miles of roadway as further detailed below.
Chip Seal treatment includes the application of asphalt emulsion or binder on existing traveled way pavement, followed by a layer of aggregate chips. The treatment is then rolled to embed the aggregate into the asphaltic emulsion or binder. Finally a tack coat (seal coat) is applied from edge of pavement to edge of pavement. This treatment will be used on the following roadways totaling 14.98 miles shown on the Location Map:
• Arnold Drive from Boyes Boulevard to Madrone Road
• Canyon Road from Dry Creek Road to Highway 101
• Franz Valley Road from Porter Creek Road to Franz Valley School Road
• Hunter Lane from Dead End to Hunter Lane Extension
• Moscow Road from Highway 116 to Starrett Hill Road
• Ross Road from Graton Road to Green Valley Road
• Thompson Lane from Bodega Avenue to Skillman Lane
• Todd Road from Laguna De Santa Rosa to Llano Road
• Westside Road from Mill Creek Road to Highway 101
• Yoakim Bridge Road from West Dry Creek Road to Dry Creek Road
Fog Seal treatment is a light application of an asphalt emulsion to the surface of a pavement. This treatment is applied from edge of pavement to edge of pavement. This treatment will be used on the following roadway totaling 0.70 miles shown on the Location Map:
• Petaluma Hill Road from East Cotati Road to Rohnert Park Expressway
Micro-Surfacing is similar to slurry seal treatment. It consists of the application of a mixture of water, asphalt emulsion, aggregate (very small crushed rock), and chemical additives to an existing asphalt concrete pavement surface. This treatment will be used on the following roadway totaling 5.10 miles shown on the Location Map:
• Guerneville Road from Highway 116 to Santa Rosa City Limits
Slurry Seal treatment is the application of a mixture of asphalt emulsion, water, well-graded fine aggregate, and mineral filler that has a fluid like appearance when applied. This treatment is applied from edge of pavement to edge of pavement. This treatment will be used on the following roadways totaling 9.42 miles shown on the Location Map:
• Alexander Valley Road from Healdsburg Avenue to Bridge at Russian River (Jimtown)
• Armstrong Woods Road from Highway 116 to State Park (Armstrong Woods)
• Fifth Street East from East Watmaugh Road to Sonoma City Limits
• Healdsburg Avenue from Alexander Valley Road to Lytton Springs Road
• Pepper Road from Mecham Road to Stony Point Road
Bid Alternates include:
• Chip Seal: Riebli Road (1.60 miles);
From Santa Rosa City Limits to Hidden Hills Drive (Alternate Bid A)
• Chip Seal: River Road (2.00 miles);
From Highway 128 to Vineyard Road (Alternate Bid B)
• Slurry Seal: Old Redwood Highway (1.18 miles);
From Pacific Heights Drive to Airport Boulevard (Alternate Bid C)
It was determined that Alternate Bid B will be awarded. Alternate Bids A and C will be deferred, due to the ongoing 2017 Sonoma County Fire Rebuilding efforts in those areas. Alternate Bids A and C will be added to the 20-21 Pavement Preservation Program.
The award amount for this construction contract will be the Base Bid + Alternate B + 10% for construction contingency.
The project was advertised for bids: February 20 to March 13, 2019.
Bids were opened: March 14, 2019.

The Engineer’s Estimate (Base Bid) for the project was $6,405,386.30. The Engineer’s Estimate for the Grand Total, including all alternates, was $7,145,934.80.
The low bid of $5,205,719.19 was 14%, or $839,787.11 below the Engineer’s Estimate. The second bid was $5,681,605.09, 9% above the low bid. The average bid price was $6,193,706.04, 2% greater than the Engineer’s Estimate. The major differences between the bid and estimate are the costs for the asphalt items and the traffic control items.
In accordance with Public Contract Code Section 20128, the contract shall be awarded to the lowest responsible bidder.
Team Ghilotti, Inc. is experienced in performing roadway work. They have been licensed since 2007 and have completed work for the County before, including the 2016 Pavement Preservation - Full-Depth Reclamation and Chip Seals Project and the 2018 Storm Damage Overlays Project.
The Department of Transportation and Public Works recommends awarding the contract to Team Ghilotti, Inc. The total not-to-exceed cost of this construction contract is $6,135,247.59 including 10% for construction contingency.

Narrative Explanation of Fiscal Impacts:
Funding for these projects was included in the 2018-19 Annual General Fund Contribution to pavement preservation and New State Gas Tax Revenues. Appropriations for the Chip, Fog and Slurry Seals Project M19500 of $$6,135,247.59 including the 10% contingency was approved within the FY 2018-19 adopted budget. Since 2012, the Board has invested over $80.2 million of general fund into paving over 319.48 miles of county roads. If today’s action is approved, an additional 32.20 miles will be paved, bringing to over 351.68 total miles of road preservation work.
