Executive Summary:
In 1998, the Child Welfare League of America (CWLA) launched the Children’s Memorial Flag Campaign, a national effort to raise awareness of child abuse, neglect and other acts of violence against children. Each year, on the last Friday of April, the flag is flown to memorialize child victims and to raise awareness for the need to protect children from abuse, neglect and other acts of violence.
