A) Adopt a resolution agreeing to comply with all conditions and requirements set forth in the Certification and Assurances document and applicable statutes, regulations and guidelines for the Low-Carbon Transit Operations Program and authorizing application for FY 2018-19 Low-Carbon Transit Operations Program funding in the amount of $558,433 for the purchase of two additional zero emission 30-foot all-electric buses in order to reduce air pollution and meet greenhouse gas reduction goals.
B) Authorize the Director of Transportation and Public Works to execute all required actions and documents, including any amendments thereto, with Caltrans as required for FY 2018-19 Low-Carbon Transit Operations Program funding.
C) Authorize the Chair to execute the Authorized Agent Form required under the Low Carbon Transit Operations Program.

Executive Summary:
The Transportation and Public Works Department (TPW) is requesting that the Board authorize the County to obtain FY 2018-19 funding from the Low-Carbon Transit Operations Program administered by the California Department of Transportation (Caltrans) to purchase two 30-foot electric buses for Sonoma County Transit’s fixed-route bus fleet. The addition of two zero-emission electric vehicles to the fixed-route bus fleet will reduce air pollution and help attain the County’s greenhouse gas reduction goals.
Discussion:
The Low Carbon Transit Operations Program (LCTOP) is a State Cap and Trade funding program that was established by the State Legislature in 2014. The LCTOP was created to provide operating and capital assistance for transit agencies in an effort to reduce greenhouse gas emissions and improve mobility. LCTOP funding is allocated annually to transit operators based on a formula distribution. Before the State can authorize disbursement of LCTOP funding, Board approval of the requested actions is required.
Sonoma County Transit is due to be allocated $558,433 in Low-Carbon Transit Operations Program funding for FY 2018-19. This LCTOP funding request, combined with local Transportation Development Act funding and regional clean-air funding through the Bay Area Air Quality Management District, will support the purchase of the fourth and fifth 30-foot electric-powered buses for Sonoma County Transit.
Sonoma County Transit purchased its first electric-powered bus, which is now in-service on local route 24 in Sebastopol, using LCTOP funding allocated for FY 2014-15 and FY 2015-16. LCTOP funding for FY 2016-17 and FY 2017-18 was obtained for Sonoma County Transit’s second and third electric-powered buses, which are due to be delivered by late FY 2020 and will be deployed on local routes in the cities of Rohnert Park and Cotati.
Due to their limited range (approximately 150 miles), current technology electric buses are best suited to perform on local routes, rather than intercity routes that require the deployment of buses with ranges in excess of 350 miles. This project will replace two compressed natural gas-fueled buses with two zero-emission electric-powered buses.

Narrative Explanation of Fiscal Impacts:
Project budget includes $558,433 in Low-Carbon Transit Operations Program funding, $232,258 in local Transportation Development Act (TDA) funding, and $139,309 in Transportation Fund for Clean Air (TFCA) funding through the Bay Area Air Quality Management District. Appropriations for purchase of the buses and corresponding revenue were included in the FY 2019-20 recommended Transit Division budget.
