Executive Summary:

Caltrans is planning to install a new traffic signal and construct a new left-turn lane on State Route 116 at Llano Road intersection. Given the benefits of the improvements to County’s Llano Road, County was approached by Caltrans to partially fund the work. Because Llano Road is one of the three legs of the intersection, County was asked to fund one third of the project. The County’s contribution under the Cooperative Agreement would be $130,000.00, payable once the intersection work is completed.

 

Discussion:

Caltrans plans to install a new traffic signal and a new left-turn lane on State Route 116 at Llano Road near Sebastopol. Caltrans determined that signal warrants, as specified in the California Manual of Traffic Control Devices (MUTCD), were met at this location.

The improvements will increase the safety of turning movements for traffic at this intersection. Caltrans staff contacted Department staff to review their findings and to request funding participation. Department staff concurs with Caltrans findings.

Caltrans is the lead agency for all aspects of the project, including for undertaking all environmental reviews and advertising, awarding, and administering the applicable construction contracts. Caltrans plans to construct the project this year. The County’s role under the Cooperative Agreement is only to fund ($130,000) the work once completed.

The department recommends approval of this agreement to improve traffic safety at this intersection.

Fund for this project is from the Countywide Traffic Mitigation Fund and appropriations have been included in the 19/20 Roads Division Capital Improvement budget.
