Executive Summary:
This item requests the Board of Supervisors to adopt a resolution continuing the proclamation of local health emergency issued by the County Health Officer for 30 days.
Discussion:
After reviewing current conditions in the flooded areas, the County Health Officer proclaimed a local health emergency due to the presence of significant household hazardous waste in the flood zone that requires proper disposal. The Board of Supervisors ratified the proclamation on March 7, 2019.
Household hazardous waste cannot be disposed of in the general trash disposal and must be disposed of at an authorized facility. Household hazardous waste is accumulating faster at collection points than local resources can remove and process the materials, and household hazardous waste materials have been observed scattered along the waterways on public and private properties. County hazmat staff are working with State staff from the Department of Toxic Substances Control to ensure safe disposal. Cleanup operations are winding up.
Staff recommends that the Board continue the County Health Officer’s proclamation of local health emergency for another 30 days. By statute, the Board must review and renew this emergency proclamation every 30 days. When conditions improve, staff will request the Board formally terminate the emergency.

The Board of Supervisors adopted Resolution No. 19-0096 proclaiming a local emergency on February 26, 2019.
The Board of Supervisors adopted Resolution No. 19-0097 ratifying the proclamation of the County Health Officer on March 7, 2019.
