Executive Summary:
Pursuant to a project approval condition for the its winery on West Dry Creek Road, Bella Winery was required to apply to Transportation and Public Works for initiation of an ordinance to create a No Parking zone on the east side of West Dry Creek Road in front of the establishment. The application was submitted by the winery and Transportation and Public Works now seeks approval of an ordinance to create the required No Parking zone.
Discussion:
Transportation and Public Works (TPW) received the referral for the Bella Winery Use Permit modification project in 2016 (UPE16-0046) and provided conditions of approval based on the proposed uses and potential impacts. The project description consisted of a request for a permit modification at the existing Bella Winery, Vineyards and Wine Caves granting various events and the addition of a commercial kitchen. The project was approved under Resolution Number 18-0148 by the Board of Supervisors on April 24, 2018.
Due to the narrow roadway and other conditions of West Dry Creek Road adjacent to Bella Winery and in order to address potential traffic impacts generated by the proposed winery activities and events, a condition of project approval was for a No Parking zone to be created in front of the winery. Specifically, Project Condition of Approval #48 states:
“The applicant shall apply to the Department of Transportation and Public Works to install “No Parking Anytime (R26) (CA) signs on the easterly side of West Dry Creek Road along the length of the project’s frontage to the satisfaction of Department of Transportation and Public Works. The Department of Transportation and Public Works Traffic Engineering Section shall approve the sign placement locations. The signs are to remain covered until the Board of Supervisors passes a no parking ordinance for this location. Therefore, the Applicant may alternatively choose to submit payment to the Department of Transportation and Public Works for the total cost of the sign installation work. Submittal of payment shall be required prior to clearance of this condition and the payment amount is subject to Department approval.”
The request was received by TPW on January 24, 2019.

Narrative Explanation of Fiscal Impacts:
Appropriations are included within the 2018-2019 Road Maintenance Budget for the costs associated with establishing the no parking zone. Bella Winery will reimburse the County for all the costs associated with the project.
