Approve the Appointment of the following Class A members: Omar Paz, Ellen Conlan, Avram Goldman, Raymond Willett, and alternate: Robyn Anderson, for 3 year terms; and appoint Class B members: Maite Iturri, Ryan Lely, Iris Lombard, and alternate: John Wheatley for 2 year terms to the Springs Municipal Advisory Council (SMAC) (First District).

Executive Summary:

On December 11, 2018, The Sonoma County Board of Supervisors created the Springs Municipal Advisory Council (Council). Today’s action will appoint the first members to the Council, using staggered terms.

 

Discussion:

The Springs Municipal Advisory Council will represent the best interests of the entire community while acting as a bridge for communication between the County and local residents and businesses on the following topics for the Springs Area, when they are referred to the Municipal Advisory Council through the proper channels described in the Bylaws:

 

a.                     Use Permit Applications and planning topics when referred by the Sonoma Valley Citizens Advisory Council

b.                     Prioritization of Transportation and Transit Improvements when requested by the District Supervisor

c.                     Health and Human Safety-Net Services when requested by the District Supervisor

d.                     Community projects such as art, clean ups and vegetation planting when requested by the District Supervisor

e.                     Additional Topics Requested by the District Supervisor

 

The following residents are recommended for a Class A appointment for a term of three years:

1.                     Omar Paz, as the Representative for the Business Community;

2.                     Ellen Conlan, as an At Large Representative;

3.                     Avram Goldman, as an At Large Representative;

4.                     Raymond Willett, as an At Large Representative;

5.                     Robyn Anderson, as an alternate At Large Representative;

 

The following residents are recommended for a Class B appointment for a term of two years:

1.                     Maite Iturri, as the Representative for the Sonoma Valley Unified School District;

2.                     Ryan Lely, as the Representative for the Sonoma Valley Citizens Advisory Commission;

3.                     Iris Lombard, as an At Large Representative;

4.                     John Wheatley, as an alternate At Large Representative;

 

 

Prior Board Actions:

                     Pre-incorporation, the Board established the now-dissolved Windsor Municipal Advisory Council in 1987 (Resolution No. 87-0139).

                     The Sonoma County Board of Supervisors and the Sonoma City Council established the Sonoma Valley Citizens Advisory Commission in 1993 (Resolution 93-1552 on 10/12/93; Joint Powers Agreement 98-1281 on 10/6/98; 04-0026 on 1/6/04; 06-0776 on 9/12/06; 14-0086 on 3/11/14).

                     The Board created the Mark West Area Citizens Advisory Council in 2016 (Resolution No. 16- 0231) and Dry Creek Valley Citizens Advisory Council in 2012 (Resolution No. 12-0410).

                     The Board adopted the Sonoma County Municipal Advisory Council Policies & Procedures on July 18, 2017.

                     The Board created the Springs Municipal Advisory Council (No. 18-0508) on 12/11/2018
