Adopt a resolution authorizing the District Attorney to sign a grant agreement with California Office of Emergency Services to participate in the Outreach and Advocacy Program in the amount of $343,294, for the term January 1, 2019 through December 31, 2021. Implementation of the program will begin May 2019.

Executive Summary:

Board approval and authorization is required to allow the District Attorney to participate in the grant program: Outreach and Advocacy Program, funded by the California Office of Emergency Services (Cal OES) in the amount of $343,294.

The Cal OES Outreach and Advocacy Program grant award provides funds to support the work of the Family Justice Center of Sonoma County by providing needed funding to several community-based organizations to cover their salaries and benefits costs for several positions, including a 0.5 FTE Victim Navigator/Coordinator, 0.5 FTE Victim Advocate, 0.5 FTE Immigration Services Representative, 0.5 FTE Attorney.

Objectives under this grant include: 1) Providing outreach and advocacy to victims through mobile victim advocates who will travel to the target areas to be served by the project; 2) Providing U-Visa outreach and advocacy for immigrant Spousal Abuse/Domestic Violence (SA/DV) victims through a mobile immigration services representative; 3) Providing legal services for SA/DV victims through a mobile attorney; 4) Providing funds for transportation to needed health, legal and other services for those unable to afford it, and leveraging existing transportation services to meet this need; and 5) Providing funds for inclusion in the California Family Justice Center Network.

 

Discussion:

A major goal of the Family Justice Center Sonoma County (FJCSC) partnership has been the development of services to specific remote outlying areas of our county.  The availability of Cal OES funding offers a tremendous opportunity to accelerate progress towards this goal.  Through this program, delivery of services to geographically isolated areas of Sonoma County will be enhanced.  Presently clients from the outlying areas are frequently unable to access services due to lack of transportation.  By providing services in the communities where these victims live, we expect to see an increase in the number of clients served. The program supported by this grant is designed to specifically address this problem.

FJCSC partners participating in this program include:

                     0.50 FTE Victim Navigator/Coordinator located at the project partner YWCA, who will be responsible for providing outreach and advocacy for victims in geographically isolated areas of Sonoma County, and for providing coordination of the activities of partner staff. 

                     0.50 FTE SA/Victim Advocate located at project partner Verity, responsible for advocacy and outreach for victims in geographically isolated areas of Sonoma County. 

                     0.50 FTE Immigration Services Representative located at project partner Catholic Charities of the Diocese of Santa Rosa to provide U-Visa outreach, education and onsite screening and application assistance to immigrant victims of SA/DV. 

                     0.50 attorney at Legal Aid to provide mobile SA/DV legal services to clients under this grant, including assistance with civil restraining orders and related legal remedies.

Narrative Explanation of Fiscal Impacts:

Notification of grant award was received in February 2019 and was not included in the FY 18/19 Adopted Budget.  Funds will be included in future year budgets for FY 19/20 and FY 20/21. No county match is required.  The two-year grant will fund a portion of the County’s costs, including $8,733 to cover a portion of the FJC Executive Director’s salary and benefit costs, and $14,193 for FJC operational indirect costs.  The remaining $320,368 will fund contracts with community-based organizations for outreach services.
