Executive Summary:

In November 2018, the Human Services Department, Adult & Aging Division, received additional funding for the Health Insurance Counseling and Advocacy Program (HICAP) from the California Department of Aging.  As a result, the Adult & Aging Division is requesting approval to increase the funding to the Senior Advocacy Services contract to provide enhanced services to the community. The amendment with Senior Advocacy Services for the Health Insurance Counseling and Advocacy Program (HICAP), is for an additional $5,166 for a new total not to exceed of $720,711.

The Child Welfare Division has an increased need for supervised visits between parents and children placed in foster care to promote reunification of the family. The demand for supervised visits has increased beyond what was projected at the time the current contract with California Parenting Institute (CPI) was established on July 1, 2018. The Department must ensure that children and parents have the required court-mandated number of weekly visits. The amendment with California Parenting Institute adds $23,621 in funding for a new total not to exceed of $643,621 to increase staff available to provide supervised visits between parents and their children.

 

Discussion:

Adult & Aging Division Contract Amendment

The California Department of Aging issues Health Insurance Counseling and Advocacy Program (HICAP) Standard Agreement Amendments each year to allocate increases or decreases to counties’ fiscal year baseline funding for contracted services for older and disabled adults in the community.  The California Department of Aging issued Standard Agreement #HI-1718-27 Amendment 2, for the term of 7/1/2017 through 6/30/2020 funding which included the increase for FY 18/19 described in this board item.  The table in Attachment 1 outlines the details of the funding allocation increase for the amended Senior Advocacy Services contract in this Board item.

Health Insurance Counseling & Advocacy Program (HICAP) provides free and objective public information and one-on-one education and counseling assistance to older adults and other Medicare beneficiaries, such as the younger disabled population, who are seeking options and information relating to medical insurance coverage. These activities are contracted to and administered by Senior Advocacy Services.

 

Child Welfare Services Division Contract Amendment

California Parenting Institute’s original contract was for $620,000 and approved by the Board on June 11, 2018. The contract provides for parenting support, resource assistance, and supervised visitation for families involved in the child welfare system. Supervised Visitation provides an opportunity for trained staff to work with parents in a safe environment, and learn new skills and parenting techniques that are needed to care for their children. Supervised Visitations are mandated as a part of the parent’s court-approved plan to reunify with their children. Without the maximum number of visits dictated by the plan, children may remain in foster care for a longer period of time thus increasing time spent in out of home placement and increased costs associated with foster care benefits.

2011 Realignment and Title IV-E Waiver funds will be used for the contract augmentation.  Funding is available as part of the approved FY 18/19 Human Services Department budget due to savings in other child welfare costs.

October 16, 2018: Board approved Council on Aging, Petaluma People Services Center, and Senior Advocacy Services Contract Amendments #1 for Fiscal Year 2018-2019.

June 11, 2018: Board approved Senior Advocacy Services and California Parenting Institute Contracts for FY 18/19.

June 11, 2018: Board approved funding for the Sonoma County Area Agency on Aging Standard Agreement #AP-1819-27 in the amount of $2,228,843. Funds used for senior nutrition, supportive services, health promotion, family caregiver services, and elder abuse prevention.

Narrative Explanation of Fiscal Impacts:

For the Senior Advocacy Services contract amendment, there is no impact to the General Fund for the increase of $5,166 which is being received from the California Department of Aging.  A budget adjustment will be made as part of 3rd Quarter Consolidated Budget Adjustments to reflect this additional funding.  The additional $23,621 for the California Parenting Institute Client Support Services contract can be absorbed due to lower than expected costs in other contracted services, and, thus, no additional appropriation is required.  No additional General Fund will be used as all increases are funded with Title IV-E Waiver, and 2011 Realignment.
