Executive Summary:
The Public Authority Manager role has gone unfilled since July 2021 due to the incumbent being out for an extended period. This request is to dual fill the position.
Discussion:
There is only one Public Authority Manager position in Human Services, and the position is in charge of overseeing the Public Authority (PA) staff and operations. The position is key to ensuring that there is an active registry of qualified care providers available to serve In-Home Supportive Services (IHSS) recipients to remain safe and independent in their own homes. As of November 2021, there were 6,574 recipients of IHSS and only 5,749 care providers. This shortage of providers means that many older adults and people with disabilities and functional limitations are not able to find anyone to care for them despite being approved for IHSS. The services provided by IHSS caregivers enables vulnerable members of our community to stay living at home instead of having to move into residential care facilities.
The incumbent has been on leave since July 2021, and there is a crucial need to have someone in place to direct and support the important work of the PA staff and care providers. The Public Authority Manager is a contracted position with the Sonoma County Board of Supervisors, and having someone in this role is required for oversight of the IHSS Public Authority interagency agreement with the County. The ongoing status of the incumbent is unknown at this time, and until the Human Services Department (HSD) is able to have someone fill the position permanently, it is being requested that the Board grant authority to the director of HSD to temporarily appoint Eric Glentzer, an existing HSD Section Manager, as the interim Public Authority Manager effective January 25, 2021.
