Executive Summary:
The recommended resolution would approve the appointment of Jonathan R. Olin as County Surveyor.
Discussion:
Government Code Section 24000 determines the need for County Officers, including County Surveyors. In 1994, Board of Supervisors Resolution 94-0782 moved the office of the County Surveyor from the Transportation and Public Works Department to the Permit and Resource Management Department (now Permit Sonoma) upon creation of the department. Government Code section 27550 et Seq. and Sonoma County Code sections 2-24 and 2-25 provide for the appointment of County Surveyor by the Board of Supervisors.
The County Surveyor supervises two Engineering Technicians in processing subdivision improvement plans, conducting title research, processing various entitlements (certificates of compliance, records of survey, corner records, summary vacations, etc.), providing interprofessional connections between private surveyors and county staff, and serving as a leader in the professional survey community.
According to the County’s job description, the position of Land Surveyor “must be licensed by the State of California and function as a full working level Land Surveyor. Land Surveyors perform office and field duties requiring a thorough knowledge of mapping and survey standards and survey principles, field measurements, boundary law, construction surveys, the Land Surveyor Act and the Subdivision Map Act where various kinds of maps and surveys are employed. Incumbents are required to supervise lower-level staff, meet the public, and to make independent land related decisions.”
The County Surveyor retired in 2021, at which time the Board appointed an interim County Surveyor. After an extensive recruitment process and determining that Mr. Olin has the qualifications required by law, Permit Sonoma selected Mr. Olin to fill the position. Mr. Olin is licensed by the State of California.
