Executive Summary:

The Board of Supervisors are responsible for appointments to over 75 Boards, Commissions, Committees, and Task Forces. Vacancies and upcoming expiring appointments are posted on the County’s list of Boards, Commissions, Committees, and Task Forces website: <https://sonoma-county.granicus.com/boards/w/808bd6e42edf8e0f>.

Rule 50 of the Board Rules of Procedures states that the Clerk of the Board shall convene staff to review prospective countywide appointments and make appointment recommendations to the Board. The current item submits a recommendation for the primary seat on the Integrated Waste Management Local Task Force.

Discussion:

The Sonoma County Public Infrastructure Department (SPI) is requesting the confirmation of a new member to the Local Task Force (LTF) on Integrated Waste Management. The Integrated Waste Management Act of 1989 (AB 939) required the Board of Supervisors to appoint a local task force for development and updating of the County’s Integrated Waste Management Plan. This plan includes a Source Reduction and Recycling Element, a Household Hazardous Waste Element, a Non-Disposal Facility Element, and a Siting Element. Consistent with AB 939, the LTF also serves to advise the Board of Supervisors on other countywide solid waste resource management and recycling issues.

Background

The LTF on Integrated Waste Management serves as an advisory committee to the Board of Supervisors and Zero Waste Sonoma (formally the Sonoma County Waste Management Agency) on solid waste issues as well as assists with the development of and revisions to the Sonoma County Countywide Integrated Waste Management Plan. Current members have either been appointed by the represented Cities and County or volunteers representing public or industry interests in solid waste.

The term of the appointment to the Local Task Force is currently six years. LTF members have requested the Board appoint one new members in order to fill an existing vacancy in membership.

Proposed New Appointment

Taryn Obaid is recommended for appointment as new primary for the seat of Climate Change Organization for a term of six years from February 27, 2024 and ending February 27, 2030.  With over 15 years in research, analysis, and communications, Taryn Obaid has experience in quantitative and qualitative research, fielding, analysis, and reporting. In addition, Taryn’s experience includes strategic planning, communications design and campaign execution for local, regional and state initiatives related to climate change, environmental protection, and public health to impact municipal, regional, and state policy.
