Executive Summary:
This requested Board action authorizes the Director of Sonoma County Regional Parks to execute First Amendment to the contract with Rincon Consultants, Inc. for the development of Climate Adaptation and Resiliency Plan for Regional Parks. The amendment will extend the term end date to December 12, 2024, and modify the scope of work to replace the natural working lands assessment task, due to the current unavailability of granular data to provide meaningful predictions, with additional stakeholder engagement tasks. These additional stakeholder engagement tasks will facilitate information sharing among County departments participating in climate mitigation projects and provide grater transparency to community stakeholders.
Discussion:
In December 2022, the Chair of the Sonoma County Board of Supervisors executed an agreement with Rincon Consultants, Inc. to develop a Climate Adaptation and Resiliency Plan (CARP) for Regional Parks. The CARP will deliver targeted strategies to mitigate climate change impacts on park facilities, based on GHG emissions forecast and a comprehensive climate change vulnerability assessment, including risks like wildfires and drought. With the completion of CARP, Regional Parks staff will have an action plan for implementing the identified climate mitigation measures across various parks. Rincon Consultants has completed a significant portion of data collection, delivered the Measure Analysis and Success Tracking (MAST) tool, a GHG emissions forecast and target summary report through 2045, a draft of the climate change vulnerability report, and a community outreach and engagement plan. Additionally, they facilitated community outreach events and workshops.
The Department has submitted a proposed amendment that extends the initial agreement with Rincon Consultants, Inc. through December 12, 2024, and removes from the initial scope Optional Task A, Natural and Working Lands Assessment due to the discovered unavailability, at this time, of enough of the granular historical data for Regional Parks to make extrapolations to predict future trends.
The proposed amendment also adds two additional subtasks to the Stakeholder Engagement task, Project Website and Interdepartmental Meetings and Engagement Support. The Project Website task will result in a project website to provide project information, allow feedback from the community, provide transparency, and house all project materials and the draft CARP. Interdepartmental Meetings and Engagement Support will facilitate virtual department and interdepartmental meetings during the project to increase collaboration of the Regional Parks CARP and develop consistency with other County efforts.
Staff recommends the Board of Supervisors to authorize the Director of Regional Parks to execute a First Amendment to the Agreement with Rincon Consultants for Climate Adaptation and Resiliency Plan (CARP), extending the term through December 12, 2024, and amending the scope of the agreement as described above.
