Executive Summary:
The North Bay Employment Connection (NBEC) is the state-designated planning unit representing the six-county region of Sonoma, Lake, Marin, Mendocino, Napa, and Solano Counties. In 2019, NBEC was awarded state grant funding in the amount of $862,157 to implement workforce development services for individuals involved in the justice system. In order to maximize utilization of this grant funding across the region, it is necessary to move funds from Sonoma County Human Services Department (HSD) to the Solano County Workforce Development Board (WDB). The $75,000 being transferred to the Solano WDB contract will be used to create print and digital marketing materials featuring success stories of businesses that hire Prison to Employment (P2E) clients.
Discussion:
The P2E Initiative is a grant program funded by the California Workforce Development Board that provided $37 million statewide over three budget years (2019-2022) to strengthen employment and support services to individuals re-entering society after incarceration or otherwise involved in the justice system. In addition to the focus on individual job seekers, the P2E Initiative created and enhanced partnerships with employers to facilitate job placement, earn and learn opportunities and job retention.
The NBEC, comprised of Workforce Development Boards in Sonoma, Lake, Marin, Mendocino, Napa, and Solano Counties, received $862,157 to carry out grant activities for the period July 1, 2019 through March 31, 2022.
The funding was allocated amongst the three Workforce Boards based on the percentage of justice-involved individuals in each area and approved by the California Workforce Development Board, as follows: Workforce Alliance of the North Bay (WANB), comprised of Napa, Lake, Mendocino, and Marin Counties -- $325,895; Solano County WDB -- $242,782; and Sonoma County WDB -- $303,479. HSD receives 10% of the NBEC grant funding to act as fiscal agent for the overall administration of the funds.
Over the course of the P2E grant lifespan, HSD has successfully served the target number of individuals in the original plan, albeit at a cost lower than originally anticipated. In order to maximize the funding allocated to the NBEC region, NBEC directors voted to redirect funds from Sonoma to Solano WDB in order to produce a region-wide publication showcasing P2E success stories in both print and digital media. These publications will be used for outreach purposes as the region continues to recruit employers to hire individuals re-entering society.
By authorizing the Director of HSD to amend the agreement with Solano WDB by $75,000 for P2E grant activities for the period November 1, 2019 through April 30, 2022, the total contract with the Solano WDB will be increased to $317,782.

Narrative Explanation of Fiscal Impacts:
All funding designated for P2E activities and referenced in this Board item was already adopted and appropriated for the FY 2021-2022 budget. The $75,000 appropriated for P2E in the HSD Employment & Training Division budget will be transferred to the budget of the Solano County WDB. This transfer is allowed because the giving and receiving counties are members of the same state-designated planning unit, NBEC. No additional funding is being requested and there is no detrimental effect on the HSD budget.
