Executive Summary:

The Human Services Department requests approval of a personal service agreement with Eric Glentzer, Public Authority Manager, for a three-year term beginning on May 16, 2023 through May 15, 2026. Staff recommends the salary be set at the “I” step ($73.08 per hour).

 

The Board of Supervisors serves as the Board of Directors for the Public Authority and must approve the appointment of the Public Authority Manager.  The Human Services Department is seeking retroactive approval for this appointment for Mr. Glentzer who has worked as a county employee since 2006.

 

Discussion:

The Board of Supervisors established the Sonoma County In-Home Supportive Services (IHSS) Public Authority (PA) on June 5, 2001, pursuant to Welfare & Institutions Code §12301.6(a)(2). The PA is an independent public entity, with the members of the Board of Supervisors serving as the Board of Directors. The purpose of the PA is twofold: 1) to act as the employer of record for individual IHSS care providers for the purpose of collective bargaining over wages, hours, and other conditions of employment, and 2) to provide state mandated functions of referral, registry, screening, and training to IHSS consumers and providers.

 

To avoid duplication of administrative systems, the Board of Supervisors and the Board of Directors designated the Human Services Department (HSD) as the administrative liaison to the IHSS PA, and directed the PA to utilize county services through an interagency agreement. The Director of HSD oversees the PA manager through this interagency agreement. Operationally, the PA resides in the Adult and Aging Services Division, and the PA manager reports to the Adult and Aging division director.

 

Eric Glentzer was appointed as the interim PA manager on January 25, 2022. An open recruitment was conducted on April 18, 2023 to fill the position of the Sonoma County IHSS PA manager. This position is an appointee of the IHSS Public Authority Board of Directors. Finalists were interviewed by an oral board and a subsequent selection interview was conducted. Mr. Glentzer was selected, and he accepted the permanent position at the “I” Step of the salary range, which is $73.08 per hour for an annual salary of $152, 006.40. The IHSS PA manager is a non-Civil Service job class.

 

Mr. Glentzer was appointed as interim manager of In-Home Supportive Services Public Authority in January 2022 at the “I” step. Prior to this appointment, Mr. Glentzer was the In-Home Supportive Services Section Manager and also at the “I” step. During his time as interim manager, Mr. Glentzer has earned the respect of the In-Home Supportive Services Advisory Committee and has successfully provided leadership for the In-Home Supportive Services Public Authority. This retroactive Board approval serves to confirm the selection of Eric Glentzer after being interviewed in May 2023. The Sonoma County Board of Supervisors must approve this appointment.

Narrative Explanation of Fiscal Impacts:

The Fiscal Year 2023-24 cost for 1.0 IHSS Public Authority Manager at the I-Step of the salary range is $261,000.

The cost for 1.0 IHSS Public Authority Manager is $272,800 and $283,700 in Fiscal Years 2024-25 and 2025-26, respectively.

The increased cost for Fiscal Years 2024-25 and 2025-26 includes a 4.5% and 4% Cost of Living Adjustment.

 

The position is fully budgeted in the current Fiscal Year 2023-24 IHSS Public Authority budget. Future years are covered in the annual IHSS Public Authority State budget.
