Authorize Sonoma County Water Agency’s General Manager acting on behalf of Sonoma County Water Agency, Russian River County Sanitation District, Sonoma Valley County Sanitation District, and Sonoma Public Infrastructure’s Department Head to execute an agreement, in a form approved by County Counsel, for utility replacements or adjustments through June 30, 2023, in the not-to-exceed amount of $173,013 (Sonoma Public Infrastructure to receive funds from Sonoma County Water Agency). (First, Fourth and Fifth Districts)

Executive Summary:

Sonoma Public Infrastructure (“County”) and Sonoma County Water Agency, Russian River County Sanitation District, and Sonoma Valley County Sanitation District (collectively “Sonoma Water”) routinely collaborate on various utility relocation and infrastructure maintenance and improvement projects.  County and Sonoma Water seek to improve efficiency in combining projects to reduce costs and impact to the public. To that end, County and Sonoma Water request authorization to enter into the subject agreement.

 

Discussion:

HISTORY OF ITEM/BACKGROUND

County's Pavement Preservation Program (Program) is an ongoing effort to improve the quality of Sonoma County roads by administering large-scale pavement treatment projects.  County uses a long-term, network-level management approach designed to utilize limited funding as efficiently as possible for the Program. Since 2012, County and Sonoma Water have routinely collaborated on various utility relocation and infrastructure maintenance and improvement projects.

 

To minimize impact to the public, manholes and vaults lids that have been identified as in need of replacement or adjustment, will be included in the County’s bid packages for the various pavement treatment projects. Sonoma Water understands that County will award the contracts to the lowest responsive and responsible bidders. County will take the lead in this process and is requesting funding from Sonoma Water for its respective portions of the costs.

 

SERVICES TO BE PERFORMED

Under the proposed agreement, County will replace or adjust Sonoma Water facilities in the unincorporated areas of Guerneville, Sonoma Valley, and Larkfield-Wikiup as part of County’s Program projects in these areas. Sonoma Water will reimburse County for costs of the replacement or adjustment.

 

The cost of services under the agreement will not exceed $173,013; the term end date is June 30, 2023.

By collaborating with the County to raise manhole covers in conjunction with County’s pavement projects, Sonoma Water is ensuring that wastewater facilities and operations remain safe, secure, and operational. Narrative Explanation of Fiscal Impacts:

Budgeted amount of $35,340 is available from FY 2022/2023 appropriations for the Sonoma Valley County Sanitation District fund. Budgeted amount of $48,840 is available from FY 2022/2023 appropriations for the Airport Larkfield Wikiup Sanitation Zone fund. Budgeted amount of $88,833 is available from FY 2022/2023 appropriations for the Russian River County Sanitation District fund.  No additional appropriation is required.
