Adopt a resolution to amend position allocation listing for Auditor-Controller-Treasurer-Tax Collector’s Office to add one (1) full-time equivalent (FTE) Accountant II and delete one (1) full-time equivalent (FTE) Account Clerk II.

Executive Summary:

Within the Auditor-Controller-Treasurer-Tax Collector’s Office (ACTTC), the Tax Collection section (Tax Collection) of the Revenue Accounting division is responsible for the billing, collection, and processing of approximately 178,000 Secured annual tax bills, 30,000 Supplemental tax bills, and 22,000 Unsecured tax bills each year.  To better align staffing resources with current needs, the ACTTC is requesting the addition of 1.0 FTE Accountant II and deletion of 1.0 FTE Account Clerk II.

 

Discussion:

Within the existing organizational structure of Tax Collection, it has been a continual struggle to perform critical mid-level accounting work.  The one allocated Accountant-Auditor II position does not have sufficient capacity to take on this work and it falls outside the scope and required skill set of the remaining positions within the section. The addition of an Accountant II will create a clear succession plan within the unit and create an additional promotional opportunity for front line staff.  Currently, an internal promotion to management within the unit is not possible due to the minimum qualifications of the position; experience in the Accountant II position would offer the opportunity to meet this requirement.  The workload of the existing Account Clerk II allocation (currently vacant) can be absorbed by existing staff with support from the new Accountant II position during peak tax collection periods.

 

The requested change will result in an estimated ongoing increase of approximately $32,000 annually (plus any applicable Cost of Living Adjustments (COLAs)) over the cost of the existing Account Clerk II allocation.  There are sufficient property tax administration revenues to cover these increases within existing appropriations, and no additional General Fund is requested.

 

Human Resources has been consulted and is in support of the requested position change.

Narrative Explanation of Fiscal Impacts:

If approved, the estimated $32,000 annual increase (plus any approved COLAs) in expenditures will be fully covered by property tax administration revenues with no impact to General Fund.  The increased costs will be absorbed within existing appropriations during the current year.

Narrative Explanation of Staffing Impacts (If Required):

The requested action is adding one full-time Accountant II and deleting one full-time Account Clerk II within the Tax Collection unit of ACTTC to provide for ability to complete higher level accounting functions and create a succession plan within the unit. With the add/delete there is no net change to the department’s overall FTE count.
